Position Overview

The Illinois Department of Veterans' Affairs is seeking a knowledgeable and experienced professional to serve as the Central Office Payroll & Timekeeping Manager. Under the administrative direction of the Human Resources Director, this position provides statewide leadership and oversight of IDVA's payroll, timekeeping, and back wage claims programs. The position is responsible for developing and implementing procedures, ensuring compliance with applicable laws, policies, Collective Bargaining Agreements and Memorandums of Understanding, certifying payroll, monitoring claims and payroll-related transactions, and providing guidance on complex payroll and timekeeping matters across the agency.

Essential Functions

  • Under administrative direction of the Human Resources Director, develops, establishes, implements and manages the statewide payroll, timekeeping, and back wage claims programs for the Department of Veterans Affairs.
  • Serves as full line supervisor.
  • Develops training curriculum for all agency staff involved in the processing of payroll, timekeeping and claims, monitoring to ensure appropriate cross-training involving all IDVA Veteran Homes are addressed.
  • Reviews, evaluates, and recommends policy changes to higher level management staff.
  • Coordinates technical assistance to and advises field staff in matters pertaining to functions and activities for which time/payroll/claims is responsible.
  • Provides administrative direction and technical expertise to the HR Director by gathering data on personal services costs, back wage claims and future contractual projections.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires three (3) years of progressively responsible administrative experience operating and managing a Payroll/Timekeeping Program in a public or business organization.


Preferred Qualifications

  • Four (4) years of professional experience entering payroll and utilizing an electronic Payroll system (application software).
  • Four (4) years of professional experience entering Timekeeping and utilizing and electronic timekeeping system (application software).
  • Four (4) years of experience managing and/or implementing a public or business organization's Payroll functions.
  • Four (4) years of experience supervising staff, assigning and reviewing work, managing time off requests, and implementing discipline.
  • Two (2) years of experience evaluating, developing, and/or recommending implementation of policies and procedures.
  • Two (2) years of experience participating in and responding to audits.
  • Four (4) years of experience managing multiple, complex projects simultaneously.
  • Three (3) years of experience ensuring compliance with Collective Bargaining Agreements (CBA's).

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid drivers license.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
