The Opportunity:
The MEGA Program Proposal Manager oversees the planning, development, and submission of compliant, compelling, and timely proposals across multiple Department of Justice MEGA task orders. This position plays a critical role in coordinating proposal development efforts, ensuring alignment with MEGA-wide strategy, and supporting contract transition, pricing refinement, and narrative quality.
This role requires a highly organized, detail-oriented professional with experience leading proposal teams under tight deadlines, supporting pricing data calls, maintaining accuracy across staffing matrices, and partnering closely with MEGA division leaders, program operations, contracts, and capture personnel.
Responsibilities:
Proposal Leadership & Development
Collaboration & Stakeholder Management
Work closely with MEGA Program Directors and Division Leadership to align proposal strategy.
Partner with Contracts to ensure compliance and timely question responses.
Coordinate with pricing analysts and SMEs to gather technical, staffing, and cost inputs.
Maintain communication with recruiting and redeployment teams to track candidate availability for proposal staffing.
Content & Data Management
Maintain proposal assets, boilerplates, MEGA-specific past performance, resumes, staffing matrices, and certification requirements.
Track pipeline inputs and proposal assignments for multiple MEGA divisions.
Support drafting or updating MEGA-wide templates and artifacts (pricing tables, staffing lists, compliance matrices).
Compliance & Quality Assurance
Ensure proposals meet all solicitation requirements, including formatting, page count limitations, section responses, and submission instructions.
Conduct thorough quality checks on narratives, resumes, and pricing tables prior to submission.
Ensure proposals adhere to DOJ MEGA expectations and enterprise standards.
Qualifications:
Required:
Bachelor’s degree in Business, Communications, English, or related field.
5+ years of experience managing federal proposals (DOJ experience strongly preferred).
Demonstrated experience managing complex proposal efforts under rapid deadlines.
Proven ability to develop compliant, compelling proposal content.
Strong writing, editing, and communication skills.
Proficiency with MS Office Suite and Teams collaboration.
Desired:
Experience supporting MEGA Program task orders or comparable DOJ contract vehicles.
Familiarity with litigation support, eDiscovery, data analytics support, or federal civilian IT services.
Understanding of staffing models and pricing structures used across MEGA task orders (including FUPs, extended performance periods, and variable labor mix adjustments).
PMP or similar certification.

The proposed salary range for this position is:
$94,400 - $198,200About CACI International
