The Intelligence Community (IC) Chief Financial Officer (CFO) leads IC-wide efforts to develop, determine, and present the National Intelligence Program (NIP) budget to the Office of Management and Budget and Congress on behalf of the Director of National Intelligence. The IC CFO also leads IC resource, performance, and financial management as well as procurement oversight and facilities activities. Additionally, IC CFO, through the CFE, provides oversight of ODNI resources, managing formulation, justification, execution, contracts, manpower, financial audits, and ODNI budget matters in coordination with the IC, OMB, DoW, and Congress. The IC CFO serves as the single point of integration for all performance- and budget-related activities across the 18 NIP elements.
Major Duties and Responsibilities:
Develop and execute a strategic plan for acquisition policy, capabilities, and programs that increases innovation and effective public-private partnerships across the entirety of the IC.
Develop acquisition capabilities that increase the quantity and quality of private sector partners in the Intelligence Community's Industrial Base.
Oversee procurement policy activities across the IC and set strategies to develop the vision, goals and objectives and direction of policy activities for IC-wide procurement policies and activities that align with the National Intelligence Strategy DNI strategic goals and objectives.
Lead a professional staff and contractors in successfully defining and managing complex programs and projects around acquisition efforts that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.
Support a flexible acquisition environment that facilitates rapid exploitation of emerging technologies and innovation within industry though the use of innovative contracting vehicles such as OTAs, CRADAS, etc.
Develop and maintain a network of senior level contacts within the DoW and the IC to ensure a continuing dialogue and active insight into ongoing and planned procurement efforts, policy developments and technology activities.
Maintain effective working relationships with other ODNI and IC components and other government agencies to address issues that span multiple mission or program areas.
Represent the DNI or Office on-related fora and conduct ongoing collaboration and outreach with stakeholders and partners across the ODNI, IC, Department of Defense, United States Government, and oversight organizations (e.g., Congress and OMB), as needed, to meet mission objectives.
Perform personnel management responsibilities with a focus on building a high performance workforce; promote team building and a collaborative work environment; ensure goals and performance objectives are understood; assess performance and provide timely feedback, recognition, and remediation.
Manage, lead and develop dynamic and long-term planning efforts in the current and anticipated planning structure.
Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.

PROBATIONARY & TRIAL PERIODSEmployees newly appointed to the Senior National Intelligence Service (SNIS) are subject to a twelve (12)-month probationary period to assess their ability to perform assigned duties and responsibilities at a level of excellence expected of a senior executive. For permanent employees newly hired into the ODNI, the probationary period will run concurrently with the first twelve (12) months of a new employee's two (2)-year trial period.
