The Eugene Water & Electric Board (EWEB) seeks a Hydroelectric Generation Supervisor to lead the safe, reliable operation and maintenance of the Leaburg-Walterville Hydroelectric Project. This position supervises Hydroelectric Plant Technicians/Operators and support staff with expertise in electrical systems, mechanical systems, instrumentation and controls, and power generation equipment operation.

The team performs routine, emergent, and corrective maintenance and operations across a diverse range of hydroelectric assets, including dams, canals, waterways, fish passage systems, turbines and generators, electrical and control systems, and supporting facilities. Working closely with engineering, environmental, compliance, and other specialty staff, the department supports asset management, capital improvement projects, regulatory compliance, and dam safety, as well as planning and implementation of Leaburg decommissioning activities.

Reporting to the Electric Generation Manager, the supervisor provides day-to-day leadership and oversight of this multidisciplinary work, including supervising union-represented employees in accordance with a collective bargaining agreement, with a strong focus on safe operations and effective coordination across EWEB and with contractors, consultants, and regulatory agencies. The position also oversees the department's operations and maintenance budget and plays a key role in emergency preparedness and response, including serving as Operations Chief within EWEB's Incident Command System for events affecting Leaburg-Walterville facilities.

Candidates for the Hydro Generation Supervisor position at EWEB must demonstrate strong skills in:

• Operations and Maintenance (O&M): Experience in the planning and implementation of O&M programs including supporting lock-out/tag-out protocols and related safety practices. Familiarity with time-based, preventative, predictive, and condition-based maintenance strategies as well as maintenance management software and equipment testing/commissioning practices. Familiarity with inventory management.
• Power Generation: Experience in providing O&M support for existing and new power generation and related systems, particularly hydroelectric power generation. Experience coordinating with engineering and other specialty disciplines to plan and implement capital improvements and major system modifications.
• O&M Troubleshooting: Experience in leading responses to emergent O&M events, including post-event investigation and resolution activities. Familiarity with root cause failure analyses and corrective work plan tracking. Skills in complex problem solving.
• Water Storage, Conveyance, and Flow Control: Familiarity with dams, canals, penstocks, flow control gates and valves, and ancillary facilities such as debris management systems.
• Asset Management: Familiarity with the development and use of asset management tools for prioritized upkeep of major infrastructure systems. Familiarity with performance benchmarking metrics and monitoring of key performance indicators. Familiarity with contracting for the purchase of equipment and services in support of O&M activities.
• Regulatory Compliance: Familiarity with federal, state, and local laws related to power generation. Familiarity with documentation and reporting practices.
• Risk Management: Understanding of risk assessment and mitigation strategies.
• Staff Engagement: Experience setting goals, distributing workload, coordinating training, evaluating performance, and resolving conflicts.
• Communication: Professional written and verbal communication skills for O&M management, reporting, and public outreach.

COMPENSATION & BENEFITS

The annual salary range for this position is $133,792 - $178,390.

The starting pay offered will be established based on multiple factors, including the successful candidate's job-related knowledge, skills, education, and relevant experience, as well as internal equity. Consistent with EWEB's compensation philosophy, it is not customary to place individuals at the high end of the salary range at the time of hire. QUALIFICATIONS & REQUIREMENTS

Experience: Eight (8) years of progressively responsible work experience in a directly related functional field which includes five (5) years of experience in the operations, maintenance, and/or capital improvement program implementation for electric generating facilities, and four (4) years of direct supervision in a multi-functional work environment. An equivalent combination of professional, senior, lead, or project management experience may satisfy the supervision requirement. Additional O&M experience at a power generating facility may be substituted in lieu of a bachelor's degree.

Education: Bachelor's degree in industrial operations, engineering, construction management, or related field.

Oregon driver license required: Yes, or the ability to acquire one within 30 days of hire.
