About This Position:

You would supervise our Program Coordinators - the staff who coach, guide, and support our volunteer advocates. Your work reaches children through them: you provide one-on-one support and guidance to each coordinator, and you keep watch over case compliance and quality across the program. When something cannot be resolved at the coordinator level, or carries risk to a child, a case, or the county, you and your coordinator work it through together - sometimes joining them in the conversation with the volunteer, sometimes carrying that conversation yourself - and you bring it to your Division Manager right away.
That takes strong systems and steady attention - case planning and monitoring, volunteer and child contact requirements, continuing education and eligibility tracking, and reliable data. It also takes knowing the rules that govern our work: Washington State RCWs, the
Superior Court Guardian ad Litem Rules (GALR), our MOU with DCYF, CASA Division policy, and National CASA/GAL Association standards.

Our supervisors share the full scope of this classification, and the Division Manager sets assignments based on what the program needs - so over time your work may also include public records, grant writing and monitoring, administrative functions, training, outreach and volunteer recruitment, or special projects. Your first assignment is a starting point, and there is room to broaden your experience as the program grows.

Important Position Requirements:
  • This is an on-site position and is not eligible for a remote or hybrid schedule. Daily in-office presence is expected. Being here is how you support your team, stay close to our volunteers, and work alongside the other supervisors and the Division Manager.
  • Evening and weekend work is an ongoing part of this role, not an occasional occurrence. Trainings, volunteer support, outreach, and staff supervision regularly fall outside traditional business hours. Our volunteers give their evenings and weekends to this work, and we meet them where they are.
  • A valid Washington State Driver's License, unrestricted except as to vision, is required prior to appointment.

This is a continuous recruitment to fill one (1) immediate vacancy and to create an eligibility registry for future Human Services Supervisor openings in the CASA Division. To provide leadership, supervision, and technical guidance to staff within assigned Human Services program areas. Responsible for implementing programs and coordinating program operations, including work assignments, performance evaluations, and issue resolution to ensure the delivery of quality services that meet program goals and standards.
Job Duties

STATEMENT OF ESSENTIAL JOB DUTIES
  1. Supervises and participates in designing one or more human services programs or projects, including planning, establishing goals and objectives, budgeting, subcontracting, and developing program monitoring and evaluation systems.
  2. Supervises and evaluates the work of direct report employees as required; advises, instructs, trains, and assigns work to employees as necessary; participates in the selection of new employees and makes recommendations regarding the hiring, discipline, transfer, and termination of employees.
  3. Prepares reports and other documents as needed; completes and/or reviews documentation such as work orders and timesheets; reviews time and material reports and maintains work records; oversees preparation and maintenance of program documentation, reports, and records; ensures accuracy and timeliness of data collection and reporting; and implements systems to improve documentation efficiency and compliance.
  4. Participates with other members of the Human Services Department management team in identifying and achieving department goals.
  5. Monitors and evaluates operations against established program goals; develops corrective action plans in areas of insufficient performance; and develops annual and other reports as required.
  6. Prepares reports on program operations in area of responsibility, supervises information gathering and research to facilitate proper use of services and funds.
  7. Responds to inquiries regarding specific problems or issues in the area of assignment; notifies the Division Manager and Director of sensitive issues, including politically sensitive matters, compliance concerns, and emerging trends in industry and/or public feedback
  8. Participates in coordination of activities with other division and departmental programs, county agencies and community as needed; provides leadership to local initiatives, coalitions and projects as directed; acts as an advocate for program/project as appropriate.
  9. Works in a cross-disciplinary and interdepartmental manner to best meet the needs of the department's clientele.
  10. Assures compliance with statutes, regulations, and other guidance; participate in development and implementation of quality assurance measures; and maintains program standards to meet funding and, as applicable, accreditation requirements.

Minimum Qualifications

A Bachelor's degree in business, public administration, social sciences, or other field directly related to human services; PLUS, four (4) years of progressively responsible experience in the administration of human services programs, including two (2) years of supervisory or leadership experience OR any equivalent combination of education, training, and/or experience that provides the required knowledge and abilities. Must pass job-related tests.

SPECIAL REQUIREMENTS
A valid Washington State Driver's License, unrestricted except as to vision, is required prior to appointment. Depending on the program assignment, applicants may be required to pass additional screening relevant to the position.

SUPERVISION
This position reports to a Division Manager as assigned. General goals and objectives are established by the Division Manager. Work is performed with considerable independence and is reviewed through meetings, reports, and results obtained.

WORKING CONDITIONS
The work is performed in the usual office environment with trips to other locations to deliver services, conduct community partner and subcontract site visits, attend community meetings, and coordinate or deliver other program activities. The employee is required to work evenings, weekends and holidays as necessary. No heavy lifting required.
