General Statement
The Human Services Program Manager, under limited supervision, oversees the coordination and implementation of programs within the Human Service Agency. Work involves providing strategic guidance including developing and implementing strategies, goals, and objectives in ways that promote agency culture, support program improvement and increase organizational effectiveness; supervision and development of staff; overseeing all aspects of operations, customer service and logistics, working to maximize efficiency; working collaboratively to ensure a culture of change management for improved outcomes as a shared expectation across Agency staff; developing, implementing and sustaining policy and process-based infrastructure, combined with workflow improvements to maximize human and fiscal resources; utilizing functional knowledge, process and project management skills, in conjunction with innovative practices to implement data-driven analytical decisions; and working directly with team members throughout the Agency to ensure high-quality customer service.
Essential Functions
Performs technical, administrative, and professional work while directing, planning, and organizing operations, customer service and logistics.
Establishes and sustains a professional, trained workforce focusing on innovation, efficiency and a collaborative approach to high-level service provision.
Leads and develops Program staff, through motivational coaching and implementation of an ongoing performance management process, including monitoring and evaluating team member's activities and performance.
Develops, implements and manages the administrative foundation for areas of accountability within the Human Services Agency, including policies, procedures, training platforms and reporting documentation.
Oversees and monitors core work processes to determine budgeting and staffing needs including hiring, training, monitoring, scheduling, and evaluation, and ensures consistent and appropriate application of County HR policies.
Prepares departmental budget requests. Monitors and manages budget expenditures to ensure activities align with the established budget.
Assures that local, state, and federal policies, rules, and regulations are complied with and properly implemented.
Coordinates all aspects of program-related grants, including preparing and submitting grant applications, managing and monitoring all programs and activities, completing required reporting, and fulfillment of any regulatory activities.
Achieves all federal, state and local regulatory compliance for any Program or service related functions.
Ensures compliance within the required timeline for all program accountabilities Corrective Action Plans and Agreement Addenda, and conducts program and/or Division level follow up training for prevention purposes.
Ensures all manner of Program and/or Division level required licensures and training, including content creation, review, and implementation to meet compliance standards and sustain best practices.
Participates in Quality Improvement/Quality Assurance activities to ensure maximum Program effectiveness.
Manages staff development and mentoring to ensure highly effective employees.
Facilitates process improvement activities around workflow and trainings, and ensures all job functions within the Program are defined and documented.
Responds to inquiries from Human Services Agency Director and Assistant Director, County Manager, Board of Commissioners, outside vendors, client agencies, contractors, and the general public, as appropriate, providing information based on detailed knowledge of Program services.

POSITION SPECIFIC FUNCTIONS:
Community Support & Outreach - Community Health Solutions
Manages and directs the operations of the Parenting Program, Health Education and Health Promotions, Community Engagement, and Volunteers.
Develops annual work plan strategies and goals with staff.
Plans and coordinates outreach activities based on community needs for Human Services.
Assists with the development of the State of the County Health Report annually and the Community Health Assessment every three years. Knowledge and experience in data analysis, writing, and analytical skills is a must. Participates in meeting the Public Health Accreditation requirements.
Plans, supervises, promotes, provides, and evaluates community-based health promotions programs with the primary function of prevention.
Participates or delegates staff to participate in community groups, meetings, and agencies for comprehensive community planning and program collaboration.
Promotes awareness of local health and disease prevention issues.
Keeps current in Health Education information via continuing education and networking.
Implements deliverables and requirements of the Agreement Addendums and Grants assigned to this area. Coordinates with the Health Director on meeting Public Health goals and achieving optimal health outcomes. This position requires excellent public speaking skills and the ability to present information in various settings, including one-on-one and large groups.
Assists with grant writing to provide funding for various health programs in the community.
Participates in Emergency Preparedness activities.
Manages all aspects of program funding and finances, including budget preparation and monitoring, billing of contracting agencies.
Approves invoices, purchase orders, and purchases and ensures appropriate and accurate record-keeping systems.
Serves as website content contributor for Human Services.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor's Degree from an accredited university, with two (2) years of experience related to the program assigned and two (2) years of supervisory experience; or equivalent combination of education and experience.
Licenses or Certifications:
Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
Special Requirements:
This position may be subject to a fingerprint background check. PREFERRED QUALIFICATIONS

Community Support & Outreach - Community Health Solutions assignments: Master's Degree in health promotion, health education, health policy, public health or closely related field.

Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
Community Support & Outreach - Community Health Solutions assignments: Certified Health Education Specialist (CHES) or Certified in Public Health (CPH).
Special Requirements:
Fluent in English and Spanish.

PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, radios, fax machines, calculators, printers, smart phone, hand-held radio, etc. Must be able to exert up to 20 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
