DESCRIPTIONUnder general supervision, performs a variety of human resources support work in the areas of recruitment, selection, benefits administration, and workers' compensation administration; prepares, maintains, and processes the Town's payroll; performs a variety of recordkeeping, administrative, and technical support activities in support of the Town's human resources functions; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISEDReceives general supervision from the Human Resources Manager. Exercises no direct supervision over staff.
CLASS CHARACTERISTICSThis journey-level classification is responsible for performing the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

- Participates in implementing a wide variety of human resources programs including recruitment and selection, employee benefits administration, worker's compensation administration, processing of personnel transactions, conducting employee orientation and termination processes, and/or other related functions.
- Processes, calculates, and maintains records of a variety of payroll actions, including new-hire set up, promotions, overtime hours, cost-of-living adjustments, increases, retroactive pay, benefits withholdings, wage garnishments, workers compensation claims, and final paychecks and pay-offs based on appropriate provisions; maintains employee records for voluntary and non-voluntary deductions.
- Prepares and maintains a variety of personnel-related files, statistics, and documentation, such as recruitment files/records, employee personnel files, and department, labor relations, and related reports.
- Processes and provides human resources/employment related information to new and current employees; ensures forms and notices are completed thoroughly and properly.
- Administers employee benefit programs including health, dental, vision, long term disability, life insurance, flexible benefits, and California Public Employees' Retirement System (CalPERS) retirement for eligible active and retired employees in accordance with Town and government rules, regulations, and standards; administers the continuation of health insurance pursuant to the provisions of the Consolidated Omnibus Budget Reconciliation Act (COBRA); participates in the planning, organizing, and coordination of the Town's annual open enrollment program and related activities.
- Participates in the recruitment, testing, and selection of applicants for Town employment, including preparing advertisements and recruitment job flyers, assisting in coordinating recruitment processes, and scheduling and coordinating written and performance tests and interviews; advertises and posts job bulletins; assists in proctoring examinations.
- Coordinates pre-employment processes including background checks and required tests; researches and monitors background and testing services; assists in contract negotiations and administration of services.
- Prepares, processes, and maintain workers' compensation injury reports and records; processes claims and related actions; reviews status of claims with third-party administrator and attorneys; coordinates return to work and modified duty program; ensures payment of bills and all follow-up for accurate recordkeeping.
- Conducts and coordinates orientations for newly hired employees and answers employee questions regarding employment policies, procedures, and benefits, open enrollment periods, and other information regarding employee benefits.
- Tracks and processes employee performance evaluation documents; logs completed evaluations; processes and tracks merit increases and retroactive pay.
- Participates in special human resources projects, programs, and training, as assigned; coordinates and integrates program services and activities with other agencies and Town departments.
- Provides information and general assistance to Town staff and the public regarding personnel rules, policies, and procedures.

EDUCATION AND EXPERIENCE:Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to an associate degree from an accredited college with major coursework in human resources, accounting, public or business administration, or a directly related field and two (2) years of increasingly responsible experience providing clerical or administrative support to a human resources program.
LICENSES AND CERTIFICATIONS: PHYSICAL DEMANDS & WORKING CONDITIONS - Mobility to work in a standard office setting and use standard office equipment, including a computer; this is primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 25 pounds.

- Hearing and speech to communicate in person and over the telephone.
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
