To assist the Human Resources Manager B in directing and managing the overall Human Resources operations at Louisiana State Penitentiary, including employee relations and discipline, recruitment and employment, classification and pay, position control, benefits administration, payroll/HR transactions, and personnel records, while ensuring accurate, timely, and compliant HR services for the institution
Louisiana State Penitentiary is seeking a qualified Human Resources professional to assist with HR operations, including employee relations, recruitment, classification and pay, benefits administration, position control, payroll/HR transactions, and staff supervision.
Applicants should possess strong leadership, organizational, communication, and problem-solving skills and be able to interpret and apply Civil Service and departmental policies and procedures.

Minimum QualificationsSix years of human resources experience; OR
Six years of full-time experience in any field plus three years of human resources experience; OR
A bachelor's degree plus three years of human resources experience; OR
An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other InformationJob Duties:
•
HR Program Management - Direct and oversee major Human Resources programs, including employee relations, recruitment, classification and pay, position control, benefits, and HR operations.
•
Staff Supervision and Development - Supervise HR staff, assign and monitor work, evaluate performance, provide coaching and training, and address performance or disciplinary issues when necessary.
•
Employee Relations and Employment Actions - Manage disciplinary actions, performance evaluations, recruitment, hiring, resignations, rehires, promotions, transfers, and other personnel actions.
•
Classification, Pay, Benefits, and Position Control - Oversee classification and compensation matters, position movements, employee benefits, FMLA, workers' compensation, retirement, insurance, and related HR programs.
•
HR Transactions, Payroll, Records, and Compliance - Ensure accurate and timely processing of HR and payroll transactions, maintain employee records, review payroll reports, provide guidance to employees and timekeepers, and ensure compliance with Civil Service, Departmental, institutional, and ACA requirements.
WORK ENVIRONMENT:- Employee will work with adult male inmates of all custody levels - minimum, medium, maximum (death row) and protective custody.
- Employee will supervise lower level HR employees

Appointment Type: PROBATION, or PROMOTION OF A PERMANENT, CLASSIFIED LOUISIANA STATE EMPLOYEE
Current permanent status classified LA State employees may be required to accept a probational appointment if accepted.
- An employee selected for a promotion may be required to serve a trial detail prior to being permanently promoted.
