Salary: $6,221 to $7,568 per month (SR-24, Step D to I).

Duties Summary

The position is located within the Department of Human Services, Human Resources Office, Civil Rights Compliance Staff, which provides department-wide technical assistance and advisory services to ensure compliance with all federal and state civil rights requirements governing equal employment opportunity (EEO), equal access to services, and affirmative action (AA). The purpose of this position is to serve as the department's subject matter expert on civil rights, advising personnel and clientele on EEO, AA, and equal opportunity for services requirements, managing the AA program to ensure legal compliance, and acting as the department's liaison to federal, state, and public entities on civil rights matters.

In order to successfully perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of federal and state civil rights laws, regulations and compliance requirements, including equal employment opportunity and nondiscrimination laws; principles and practices of affirmative action and civil rights program administration; and investigative principles and techniques as applied to discrimination complaints. Applicants must also possess the ability to interpret and apply civil rights laws, and regulations; conduct objective and thorough discrimination investigations; analyze evidence and make sound determinations; prepare clear and concise investigative reports; provide technical advice on sensitive and complex issues; and communicate effectively with diverse individuals and groups.
Minimum Qualification Requirements
Legal Authorization to Work Requirement:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

To qualify, you must meet all of the following requirements:

Basic Education/Experience: A bachelor's degree from a regionally accredited four-year college or university.

Specialized Experience: Three and one-half years of professional work experience in one or any combination of human resources management functions, i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research.

Such experience must demonstrate the ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a human resources program, and to suggest practical solutions, and otherwise to accept responsibility in the field of human resources administration. Clerical or technical experience in a human resources program involving work which is limited to the application of human resources rules, regulations and procedures in support of the human resources functions described above is not qualifying.

Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.

Selective Certification-Civil Rights Experience: Of the required years of human resources management work experience required for the Specialized Experience requirement, the work experience must include at least one (1) year of investigatory experience involving the investigation of complaints and the application of federal and/or state civil rights laws and regulations. Such experience must have involved conducting fact-finding investigations, including interviewing complainants, respondents, and witnesses; gathering, reviewing, and analyzing evidence; applying civil rights laws, rules, regulations, and guidelines to determine findings; and preparing investigative reports or recommendations based on analysis of the evidence.

Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.

Paid Holidays

Paid Vacation

You may earn vacation leave at a rate that other employers find tough to match - 21 days each full year from the FIRST year of employment. This compares to an average of 10 days offered by private companies. You may accumulate up to a total of 90 days (720 hours) of vacation.
Paid Sick Leave

You may earn sick leave at the same rate as vacation - 21 days per year from the FIRST year, and there is no limit on the amount you can accumulate. Expectant mothers may also use sick leave for pre-natal or post-natal check-ups or any illness related to pregnancy. Plus, unused accumulated sick leave may eventually be used to increase your retirement benefits in certain situations.
Other Leaves

Reasonable time off with pay may be provided for jury or witness duty, a death in the family, some military duty, and donation to the Blood Bank. Premium Conversion Plan

Participating employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
Flexible Spending Accounts

This program allows employees to set aside money from their paychecks to pay for out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
Transportation Benefits

Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.e. eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.) through pre-tax payroll deductions.
Deferred Compensation
