This position is part of the Defense Human Resources Activity.

Duties

Help

As a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) at the GS-0201-14 some of your typical work assignments may include:

  • Serve as a senior subject-matter expert, providing guidance and recommendations on critical HR programs to senior executives and commanders throughout the Department of War (DoW).
  • Develop and implement DoW-wide policy and program guidance related to compensation, recruitment, and placement in response to emerging or critical issues.
  • Analyze and propose legislative or regulatory recommendations that modify how the DoW conducts its HR programs and evaluate the impact of new legislation on existing programs.
  • Lead and execute special DoW-level projects, delivering oral and written presentations on findings and recommendations to senior officials and external agencies.
  • Represent the agency on external panels and groups, articulating and defending DoW needs and preferences concerning legislative or regulatory proposals.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Expert knowledge of advanced Human Resources (HR) principles to develop and interpret policies, and serve as a senior policy expert on complex and controversial issues.
  • Mastery in compensation, staffing, workforce shaping, and classification functional areas to advise on pay administration, premium pay, leave, salary rates, hiring authorities, workforce shaping efforts, classification, and employment incentives across the Department's personnel systems.
  • Skill in applying a wide range of qualitative and quantitative methods to design and conduct comprehensive HR projects that address complex workforce challenges.


Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
