The Air Force Civilian Service (AFCS) is looking for a Full-time Human Resources Specialist (Labor Relations) (NH-0201-03) to work for Air Force Materiel Command (AFMC) in the Air Force Sustainment Center (AFSC) for the 78th Air Base Wing (ABW) at Robins Air Force Base located in Warner Robins, Georgia. Relocation, Retention and Student Loan Incentives may be authorized. 2026 Salary Range ($89,508 - $138,370) yearly w/ locality Job Open Date: 8/20/2026 Job Close Date: 8/27/2026 Who may apply: All U.S. Citizens In this position you will serve as Senior Specialist providing assistance, advisement, and consultation to a wide range of management and supervisory officials at the Installation level with varying missions. Ensures installation compliance at all levels in accordance with the Air Force Materiel Command (AFMC) Master Labor Agreement with the American Federation of Government Employees (AFGE) Council 214, Local Supplement Agreements and other local policies, memorandums of agreement, or memorandums of understanding executed under Presidential Executive Orders (EOs), DOW and DAF policies, instructions, and regulations. Serves as the LMR focal point and subject matter expert for one or more LMR programs or functional areas and/or projects such as, but not limited to, arbitrations, administrative grievances, unfair labor practices, labor management forums, information requests, e-based sites, etc. Composes a variety of documents specific to and outside the LMR functional area, inclusive of but not limited to articles for publication in newsletters, briefings, training, reports, policy letters, advisories, regulations, instructions, and local responses to inquiries from Congress, higher Headquarters, and other Federal Agencies. Knowledge, Skills, and Abilities (KSA): 1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning the efficiency and effectiveness of the program. 2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3. Knowledge of in-depth legal research methods, information-gathering techniques, and analytical techniques sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered. 4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relationships with all individuals and organizations. 5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and utilize continuous process improvement methodologies to aide in problem resolution. 6. Skill in interpreting and applying complex laws, regulations, methods, operating procedures, and policies to enable the development of policy, training, courses of action, and operating procedures.
