Summary

Our Human Resources Specialists play a vital role in supporting the agency's mission by contributing to strengthening and recognizing the workforce that serves the IP community.

Duties

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per leave year.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this GS-14 position includes:

1) Experience independently developing and implementing programs for executive and managerial training that emphasize strategies for achieving an organization's long-term goals (e.g. managerial succession plans, innovative and developmental programs for enhancing leadership skills) and that are tailored to organizational strategy and competency models. Evaluating program outcomes using qualitative and quantitative methods (e.g., surveys, 360-degree feedback, competency assessments, business impact measures); and

2) Experience independently drafting executive-level written and oral products (e.g., program briefings, white papers, business cases, strategic plans, after-action reports) on leadership development initiatives for senior leaders and executives to inform decisions, secure resources or drive organizational change; and

3) Experience independently facilitating high-stakes forums and workshops for executive and senior leadership audiences addressing topics such as organizational effectiveness, succession planning, or change management. Employing instructional design and adult learning principles, group facilitation techniques, and changing management methodologies to drive engagement and actionable outcomes; and

4) Experience interpreting and developing policies for the accomplishment of human resources development activities/programs for an organization; and

5) Experience independently serving as a subject matter expert and trusted advisor to senior management on leadership strategy, executive talent pipelines, succession management, or organizational effectiveness, requiring a high degree of independence, judgment, and the ability to influence without direct authority.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.

This is a Non-bargaining Unit position.

This is a Public Trust position and has a risk level designation of "MODERATE".
