Salary Range C: Starting rate of $31.97 hourly. Full Range: $66,500 - $100,587 annually.

Reports To: Director of HR & Administrative Services • Administrative Services Department

Position Status: Full Time, Non-Exempt

Position Purpose

The position provides administrative support with a focus on Human Resources. Work is performed with considerable attention to detail, a firm understanding of the necessity for system organization and administrative process, all while maintaining the ability to interact with the public and staff in a professional and courteous manner. The HR Specialist must be able to maintain a high level of confidentiality and exhibit appropriate discretion when sharing information. Strong emphasis on professional appearance, judgment and deportment representative of executive level support.

Essential Job Duties and Responsibilities
  1. Enters data into HRMS system and maintains personnel files. Updates personnel logs and produces reports. Tracks completion of required paperwork and trainings and follows up as needed.
  2. Coordinates the job recruitment process including creating and editing job descriptions and advertisements, responding to applicants, contacting employer references and managing recruitment records. Also assists with interviews.
  3. Supports HASCO's training program. Coordinates training to ensure staff are trained according to plan requirements.
  4. Finalizes approved training registrations and makes travel arrangements for staff.
  5. Assists with coordinating and planning HASCO trainings and events including scheduling, set up, clean up and document preparation.
  6. Assists with internal personnel investigations.
  7. Participates on the Safety Committee as an appointed member.
  8. Produces office documents such as forms, memos, reports, and PowerPoint presentations. Develops tables, graphs and charts.
  9. Provides information and assistance to HASCO clients and staff regarding HASCO policies.
  10. Provides back-up front desk coverage as needed.
  11. Other assigned duties related to the general functions described above.

Supervisory Responsibilities

Does not supervise any staff.

Education/Experience

A typical way to obtain the qualifications and competencies is:

Required:

Applicants must have a high school diploma or GED. Must have a PHR and/or SHRM-CP certification or the ability to obtain the certification within one year of hire. Three years' relevant work experience in Human Resources or any equivalent combination of education, training and previous work experience that provides the required skills, knowledge and abilities.

Preferred:

BA or AA Degree

Communications Skills

Strong verbal and written communication skills. Ability to communicate clearly and effectively, both verbally and in writing, with people from a variety of cultural, economic and ethnic backgrounds; individuals with disabilities hindering communication; and individuals lacking fluency in verbal or written English. Exhibits diplomacy and effective listening skills when communicating with clients and staff members. Utilizes proper grammar, spelling, punctuation and composition.

Computer Skills

Strong computer skills especially Microsoft Excel, Outlook, PowerPoint, SharePoint and Word. Ability to perform thorough internet searches, accurately complete data entry logs and clearly transmit information through email.

Experience with ADP and ClearCompany a plus.

Work is performed as a hybrid role and will be primarily in an office environment, either from the Main Office in Everett or remotely. The incumbent will be expected to work from the office at least three times per week. While performing the duties of this job, the employee will operate standard office equipment including computers, telephone and related equipment.

Work requires frequent contact with HASCO residents, staff, Board of Commissioners, representatives from other agencies and businesses, and the general public.
