This position oversees the City's compensation, benefits, payroll and leave administration functions while remaining actively engaged in day-to-day operations alongside a small team of direct reports. Responsibilities include overseeing salary structures and market analysis; plan audits; payroll operations and HRIS administration; and compliance with applicable federal and state employment laws. This position will partner with the Human Resources Director on benefits contracts and renewals, manage broker and vendor relationships, and provide guidance to City leadership on compensation and total rewards strategies. This manager is also responsible for coordinating activities with other divisions, departments and outside agencies; providing highly responsible and complex administrative support to the Human Resources Director; developing and administering the division budget; managing contracts; evaluating service delivery methods and procedures; and selecting, training, motivating and evaluating assigned staff. Duties require strong analytical, interpersonal and written communication skills. A Bachelor's degree, or equivalent, in human resources, public administration, organizational development or a related field; and five years of experience in human resources, with a minimum of two years of supervisory experience required. A strong background in compensation, benefits and payroll, as well as knowledge of applicable employment laws and regulations is required. PHR, SPHR, SHRM or other related Human Resources certification is beneficial. A re9sume9 must be submitted with an application.
