Jabil Elmira campus is located in Horseheads, NY. This role will be based on-site (no remote or hybrid structure). We are proud to manufacture Medical Devices for orthopedic specialties including joint reconstruction, trauma, spinal surgery, sports medicine and specialty implants for leading medical technology companies. Due to continued growth, we are seeking a Site HR Manager to support our expanding operations and workforce needs.

Job Summary

The HR Manager serves as a strategic business partner to site leadership, driving people strategies that support business objectives, organizational growth, and employee engagement. This role leads the development and execution of talent, workforce planning, employee relations, leadership development, performance management, compliance, and culture initiatives that strengthen organizational effectiveness.

The HR Manager partners closely with leaders at all levels to create a high-performance, inclusive workplace while ensuring compliance with applicable employment laws and company policies. This position champions employee experience, organizational capability, change management, and talent development initiatives that enable business success. Will manage the HR team.

Essential Duties and Responsibilities

Strategic Partnership & Organizational Effectiveness
  • Partner with site and functional leadership to develop and execute people strategies aligned with business objectives.
  • Serve as a trusted advisor and coach to leaders on employee relations, performance management, talent development, workforce planning, and organizational design.
  • Drive organizational effectiveness initiatives that enhance productivity, engagement, retention, and leadership capability.
  • Support change management efforts, including restructures, business transformations, and workforce planning activities.
  • Leverage workforce analytics and key HR metrics to identify trends, provide insights, and recommend solutions.


Employee Relations & Compliance
  • Foster a positive employee experience and workplace culture that reflects company values.
  • Lead and conduct complex employee relations investigations, ensuring fair and consistent resolution of workplace concerns.
  • Provide guidance on corrective action, policy interpretation, performance improvement plans, and employment decisions.
  • Ensure compliance with federal, state, and local employment laws and regulations, including EEO, ADA, FMLA, Wage & Hour, OSHA, and other applicable requirements.
  • Partner with Legal, Ethics & Compliance, and external agencies as necessary to mitigate organizational risk.


Talent Acquisition & Workforce Planning
  • Partner with Talent Acquisition and site leadership to identify current and future talent needs.
  • Ensure effective recruiting, hiring, and onboarding processes that support a positive candidate and new hire experience.
  • Develop workforce plans that align talent capabilities with business requirements.
  • Support succession planning and talent review processes to strengthen organizational bench strength.


Talent Development & Employee Engagement
  • Lead performance management processes, including goal setting, talent assessments, and development planning.
  • Drive employee engagement initiatives and partner with leaders to develop and execute action plans.
  • Facilitate leadership development programs, manager training, and employee development initiatives.
  • Support career development, internal mobility, and succession planning activities.


HR Operations & Continuous Improvement
  • Ensure consistent application of HR policies, procedures, and best practices.
  • Identify opportunities to improve HR processes, enhance employee experience, and increase operational efficiency.
  • Maintain accurate HR records, reporting, and documentation in compliance with company policies and legal requirements.
  • Share best practices and collaborate with HR peers across the organization to drive continuous improvement.


Leadership
  • Lead and develop HR team members, providing coaching, guidance, and development opportunities.
  • Promote a culture of accountability, teamwork, inclusion, and continuous learning.
  • Support enterprise-wide HR initiatives and regional people strategies as assigned.

  • May perform other duties as assigned.


Education & Experience Requirements
  • Bachelor's degree in HR, Business, or a related field required.
  • Human Resources Management Certificate and/or PHR or SPHR desired.
  • At least 5-8+ years of experience as an HR Site Leader, preferably in a manufacturing (or similar) environment.
  • At least 2+ years of experience managing people.


Knowledge, Skills, Abilities
  • Ability to read, analyze, interpret and communicate regarding common scientific and/or technical journals, financial reports, and legal documents.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Advanced PC skills, including training and knowledge of Jabil's software packages.
  • Ability to tailor advanced quality tools training to all levels of the organization.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Strong knowledge of global and regional logistics operations and industry.
  • Strong proficiency in determining logistics requirements to enable company's business goals and objectives with ability to devise and implement strategy to achieve targets.
  • Strong financial and analytical ability. Proficiency in managing business analytics to determine optimum company footprint.
  • Strong knowledge of international direct and indirect taxes as well as global customs regimes.
  • Proven track record of successful change management accomplishments, implementing and management continuous productivity and cost reduction programs.
  • Strong and convincing communication skills.
  • Proficiency in use of personal computers, Microsoft Office products (Excel, Word and PowerPoint) and e-mail skills required.
  • Strong knowledge of federal, state, and local employment laws and regulations.
  • Expertise in employee relations, investigations, conflict resolution, and performance management.
  • Knowledge of talent management, workforce planning, succession planning, and organizational development.
  • Exposure leading change management and organizational transformation initiatives.
  • Strong business acumen with the ability to align HR strategy to operational and financial objectives.
  • Demonstrated ability to influence and build credibility with leaders at all levels of the organization.
  • Excellent verbal, written, presentation, and facilitation skills.
  • Strong analytical and problem-solving skills with the ability to translate data into actionable insights.
  • Proficiency with HRIS systems (Workday preferred) and Microsoft Office applications, including Excel and PowerPoint.
  • Ability to manage multiple priorities in a fast-paced, dynamic environment.
  • Demonstrated commitment to employee engagement, diversity, inclusion, and belonging.


The pay range for this role is $103,100 - $185,600. Job-related, non-discriminatory factors used to determine the actual offered rate include qualifications and experience, geographic location, education, external market data, and consideration of internal equity.

As part of the total rewards package, this position is eligible for a short-term incentive based on performance. In addition, Jabil offers benefits to enhance your health, wealth and resilient self.
