Position Overview

Crown Innovations is seeking an experienced Human Resources Manager to lead and oversee Human Resources operations for a growing, multi-state government contractor.

This position serves as a strategic business partner responsible for ensuring legal compliance, strengthening employee programs, modernizing HR operations, and driving continuous improvement across the employee lifecycle. The Human Resources Manager will partner closely with executive leadership and the Head of Talent Acquisition to build scalable Human Resources programs that support organizational growth while delivering an exceptional employee experience.

This position is based full-time at Crown's headquarters in Arlington, Virginia.

Key Responsibilities

Human Resources Operations
  • Plan, lead, develop, coordinate, and continuously improve Human Resources policies, procedures, and Standard Operating Procedures (SOPs)
  • Administer employee lifecycle programs including onboarding, employee records, benefits administration, leave administration, compensation, performance management, employee relations, disciplinary actions, investigations, and separations
  • Coordinate the company's annual performance evaluation and compensation review processes
  • Manage annual employee benefit renewals and administration of all employee benefit programs, including the company's 401(k) plan.
  • Maintain accurate employee records while ensuring confidentiality, data integrity, and regulatory compliance

Compliance & Risk Management
  • Monitor and ensure compliance with all applicable federal, state, and local employment laws and regulations for a multi-state government contractor
  • Develop, review, and update HR policies and procedures to maintain compliance and operational consistency
  • Support internal and external audits, compliance reviews, government reporting requirements, and employment documentation
  • Maintain current knowledge of employment legislation, government contracting requirements, regulatory changes, and HR best practices

HR Technology & Process Improvement
  • Lead continuous improvement initiatives that simplify HR operations and enhance employee experience
  • Evaluate, recommend, implement, and optimize HR technologies that improve efficiency, compliance, reporting, and employee self-service
  • Partner with executive leadership and Talent Acquisition to identify opportunities for automation, standardization, and process improvement across the employee lifecycle
  • Support implementation and optimization of HRIS platforms, onboarding systems, electronic I-9 solutions, background screening platforms, document management systems, and other Human Resources technologies
  • Develop HR metrics, dashboards, and reporting that provide meaningful workforce insights and support executive decision-making
  • Identify inefficiencies and proactively recommend solutions that improve scalability and operational effectiveness

Leadership & Organizational Development
  • Collaborate with executive leadership to align Human Resources initiatives with organizational goals and long-term growth strategies
  • Provide guidance to managers regarding employee relations, policy interpretation, performance management, coaching, and employment practices
  • Support employee development through training, leadership development, certification programs, and continuous learning initiatives
  • Foster a culture of accountability, collaboration, professionalism, innovation, and continuous improvement

Cross Functional Partnership
  • Partner closely with the Head of Talent Acquisition to ensure a seamless transition from candidate acceptance through onboarding while maintaining clear ownership of Human Resources and Talent Acquisition responsibilities
  • Maintain open communication between Human Resources and Talent Acquisition to deliver a consistent and exceptional candidate and employee experience
  • Collaborate with Finance, Operations, Information Technology, and executive leadership to improve organizational processes, employee programs, and operational efficiency


Minimum Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or a related field
  • Minimum five (5) years of progressive Human Resources management experience
  • Experience supporting a multi-state workforce
  • Government contracting experience strongly preferred
  • Proficiency with ADP Workforce Now
  • Experience administering employee relations, benefits, leave administration, performance management, compensation, compliance, and Human Resources operations
  • Demonstrated experience creating or improving Human Resources processes, policies, or Standard Operating Procedures (SOPs)
  • Experience utilizing Human Resources Information Systems (HRIS) and implementing or optimizing Human Resources technologies
  • Thorough knowledge of federal, state, and local employment laws and regulations
  • Excellent organizational, analytical, and problem-solving skills
  • Excellent written and verbal communication skills
  • Strong interpersonal, coaching, and leadership abilities
  • Ability to influence organizational change through collaboration and sound business judgment

Preferred Qualifications
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification
  • Experience supporting a federal government contractor
  • Experience implementing or optimizing HR technology platforms
  • Experience with electronic onboarding, electronic I-9 administration, and background screening systems
  • Experience developing Human Resources dashboards, workforce metrics, and executive reporting
  • Experience leading process improvement or organizational change initiatives

Work Environment & Schedule
  • Fully onsite position based at Crown Innovations Headquarters in Arlington, Virginia
  • Frequent collaboration with executive leadership, department managers, Talent Acquisition, Finance, and employees across multiple locations nationwide

Compensation

Salary Range: ~ $120K - $145K

Compensation is determined based on experience, qualifications, internal equity, and business needs.

Crown complies with all applicable state and local pay transparency laws. The listed compensation range represents the good faith salary range for this position at the time of posting. Final compensation will be based on job-related factors.
