Description
Responsible for all human resources functions for the company, including recruiting and retention of skilled trades, employee relations, compliance with Oregon and federal labor law, compensation and benefits administration, safety program support, and organizational development.
Talent Acquisition & Retention- Lead full-cycle recruiting for technicians, installers, dispatchers, sales and administration staff, including hard-to-fill skilled trade roles
- Build pipelines with trade schools, apprenticeship programs, and community partners
- Develop retention strategies to address turnover in field/technician roles
Employee Relation & Culture- Serve as primary point of contact for employee relation issues, investigations, and conflict resolution
- Advise managers on performance management, coaching, and disciplinary actions
- Foster a positive, safety-first culture across warehouse, field, and office teams
Compliance & Risk Management- Ensure compliance with Oregon-specific employment law (Oregon BOLI, Oregon Sick Time, Paid Leave Oregon) and federal law (FLSA, FMLA, ADA, OSHA)
- Maintain compliant personnel files, I-9s, and required labor postings across all work sites
- Partner with and lead safety/operations leadership on OSHA recordkeeping and workers' comp claims
Compensation & Benefits - Administer wage structures, including prevailing wage/certified payroll compliance for applicable commercial or public projects
- Manage open enrollment, benefits vendor relationships, and leave administration
- Conduct periodic market pay analysis for technicians and trade roles to stay competitive
HR Operations & Strategy- Accountable for HRIS/payroll systems administration and reporting
- Develop and update employee handbook, policies, and job descriptions
- Partner with leadership on workforce planning as the company scales
- Support training and development programs, including apprenticeship-to-journeyman pathways
Requirements
- Bachelor's degree in HR, Business Administration, or related field (or equivalent experience)
- 5+ years of progressive HR experience, ideally in construction, trades, field services, or a similarly labor-intensive industry
- Strong working knowledge of Oregon employment law
- Experience managing HR for a distribution/field based workforce
- Proficiency with HRIS and payroll systems (e.g. Paycom, ADP, Paylocity)
Preferred- PHR/SPHR or SHRM-CP/SHRM-SCP certification
- Experience in HVAC, mechanical contracting, electrical, plumbing, or construction trades
- Familiarity with unions or prevailing wage environments
- Bilingual (English/Spanish) a plus
