Human Resources ManagerThe Human Resources (HR) Department is seeking a customer-focused, people-oriented, and results-driven professional to lead the department at the managerial level. In this role, you will influence the strategic direction of the department and provide leadership, guidance, and direction to the three HR Supervisors who oversee the HR Business Partner, Total Rewards (Compensation and Benefits), Human Resources Information Systems (HRIS), and Talent Acquisition and Selection units. The successful candidate will bring experience in a HR leadership capacity alongside expertise in at least one HR functional area.
Key Areas of Focus:- Provide leadership, coaching, guidance, and direction to the HR Supervisors in their implementation of the HR work plan and in their teams' prioritization of projects and initiatives that deliver on and advance HR's mission
- Deliver on the HR mission to serve as trusted partners supporting the organization through guidance and solutions that attract, develop, and retain an engaged and talented workforce
- Execute the HR strategic plan to include objectives and initiatives
- Manage and mitigate risk through sound judgment, critical thinking, and timely, informed action
- Serve as a conduit of information to the Human Resources General Manager and provide feedback to assist with overall planning and strategic decisions
Who You Are- The qualified candidate will ideally bring 7+ years of HR leadership experience with expertise in one or more HR functional areas (e.g., Compensation, Recruitment, HRIS, Selection, Benefits, Employee Relations)
- Bachelor's degree in Human Resources, Business Administration, Public Administration, or a closely related field; a Master's degree is valued
- Possession of a professional HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP)

- Strong working knowledge of employment law and applicable federal, state, and local regulatory requirements
- Experience with HR management principles, best practices, and methodologies to navigate complex HR issues and make informed, effective decisions
- Knowledge of employee relations and performance management principles; Total Rewards and compensation design and challenges; Human Resources Information Systems; and/or talent recruitment and selection strategy
- Ability to communicate effectively (verbal and written) to a variety of audiences (e.g., Utilities Board, Executive Leadership Team, Managers and Supervisors) to assist with their understanding and implementation of HR programs and policies
- Ability to navigate and lead others through change effectively (i.e., serve as an agent of change management initiatives)
- Ability to build and maintain positive relationships with stakeholders across the organization and influence decision-making and actions through effective negotiation skills and navigation of challenging situations and issues
- Ability to contribute to and facilitate a departmental culture that embraces employee engagement and development, encourages professional curiosity, and fosters a collaborative working and learning environment
- Ability to deliver customer-focused results in collaboration with subject matter experts and with an emphasis on continuous improvement
Physical Requirements and Working Conditions- Exerting up to 10 pounds of force occasionally (1/3 of the time), and/or a negligible amount of force frequently (1/3 to 2/3 of the time) to lift, carry, push, or pull objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs are sedentary only if walking and standing are required only occasionally and all other criteria are met.
- Positions in this class typically require talking, hearing, seeing and repetitive motions within an office working environment.
