Position Summary

The HR Manager will be responsible for building and maintaining HR infrastructure across a regulated manufacturing environment. This role covers all aspects of the employee lifecycle, from recruiting and onboarding through performance management and offboarding, while ensuring compliance with applicable employment law and the company's quality management system requirements.

This role requires someone who can operate with a high degree of autonomy, exercise sound judgment, and consistently make decisions that are in the best interest of the company. The HR Manager will work closely with the President and department managers to support a workforce that is productive, engaged, and aligned with ClearPath's values and operational goals.

Full-time is preferred given the breadth of work involved in building HR from the ground up. Part-time candidates will be considered at a minimum of 24-28 hours per week; applicants pursuing a part-time arrangement should address in their cover letter how they would prioritize and sequence the responsibilities of this role given the available hours.

Key Responsibilities

Recruiting and Staffing
  • Manage full-cycle recruiting for all open positions, including job posting, sourcing, screening, interviewing, and offer negotiation
  • Build and own a cost-effective recruiting strategy maintaining a strong pipeline for assembler, technician, and lead positions
  • Serve as the primary point of contact for staffing agency partners; negotiate agency terms and monitor performance to ensure cost-effective placements
  • Coordinate interview scheduling and debrief sessions with hiring managers
  • Ensure all hiring practices comply with EEOC guidelines and applicable California employment law

Onboarding and Offboarding
  • Design and facilitate a structured onboarding program for all new hires, including orientation, policy review, and role-specific training coordination
  • Manage offboarding processes including exit interviews, final pay coordination, and benefits termination

Employee Relations
  • Serve as the first point of contact for employee concerns, workplace conflicts, and HR-related questions across both production shifts
  • Conduct investigations into employee complaints and recommend appropriate corrective actions
  • Support managers in documenting performance issues, issuing corrective actions, and executing performance improvement plans
  • Foster a respectful, compliant, and productive workplace culture on the production floor and across the organization

HR Compliance and Administration
  • Maintain employee records in compliance with applicable federal, state, and local regulations
  • Ensure HR policies and procedures align with ISO 13485 quality management system requirements
  • Administer and communicate company policies including attendance, leave of absence (FMLA, CFRA), workers' compensation, and workplace safety
  • Stay current on California labor law and proactively update policies and practices as regulations change
  • Manage benefits administration including health insurance enrollment, open enrollment coordination, and employee inquiries

Compensation and Performance
  • Assist leadership in evaluating market compensation and maintaining equitable pay practices
  • Support quarterly performance review cycles and provide guidance to managers on documentation and delivery
  • Identify patterns in turnover, absenteeism, or engagement and recommend proactive solutions

Qualifications

Required
  • 5+ years of HR generalist or HR manager experience in a manufacturing environment
  • Bilingual in English and Spanish (written and verbal); must be comfortable conducting interviews, investigations, and employee communications in both languages
  • Demonstrated knowledge of California employment law, including wage and hour regulations, FMLA/CFRA, ADA, and EEO compliance
  • Experience managing full-cycle recruiting and working directly with external staffing agencies
  • Strong judgment and the ability to make decisions that prioritize company interests while treating employees with fairness and respect
  • Excellent written and verbal communication skills with the ability to communicate across all levels of the organization
  • Proficiency with HRIS systems and standard business software (Microsoft Office Suite)

Preferred
  • Experience in a regulated manufacturing environment (ISO 13485, FDA, GMP, or similar)
  • PHR (Professional in Human Resources) or SHRM-CP certification
  • Experience building or formalizing HR processes and documentation from the ground up
  • Familiarity with multi-shift manufacturing workforce management

Compensation and Benefits

This is an exempt, salaried position. Compensation is commensurate with experience and qualifications.

Base Salary Range

$85,000 - $100,000 per year (prorated for part-time based on hours)

Salary Context: The $85,000-$100,000 range reflects the Southern California market for an HR Manager with manufacturing and bilingual experience. Candidates at the lower end of the experience range (5-6 years) or who lack California-specific compliance knowledge would be expected to fall in the lower half of the range. A PHR or SHRM-CP certification, prior experience in a regulated (ISO/FDA) environment, and a track record of building HR infrastructure from scratch would support offers at or above the midpoint. Part-time compensation is prorated based on agreed hours.

Work Environment
  • On-site position at ClearPath Medical's Tustin, CA facility (2752 Walnut Ave, 92780)
  • Manufacturing environment with two active production shifts; core hours align with business needs, and flexibility to support early or late shift activity, or urgent employee matters, is expected
  • Must be comfortable operating in a fast-paced, hands-on manufacturing setting
