DEFINITIONUnder general direction, plans, organizes, and manages the operations of the Human Resources Division and performs a variety of responsible professional, administrative, and supervisory duties related to personnel, benefit administration, and risk management of the Human Resources Division; performs related duties as required.
Essential FunctionsCLASS CHARACTERISTICSThe Human Resources Manager classification develops, recommends and coordinates the implementation of human resources policies, procedures, training programs, rules, and practices for carrying out the City of Azusa's personnel and risk management services. Incumbent provides support to City staff on labor-relations issues, personnel administration, recruitment and selection, benefit administration, and risk management function.
SUPERVISION EXCERCISEDReceives supervision from the Director of Administrative Services; exercises supervision over assigned Human Resources/Risk Management personnel.
ESSENTIAL FUNCTIONS- Develops and implements recruitment plans and schedules; develops related literature and job advertising; manages and participates in applicant screening, test development, and administration; prepares eligibility lists; notifies applicants of status during the various phases of the recruitment/selection process.
- Conducts classification studies and develops class specifications; conducts salary and benefits surveys; performs analysis and develops recommendations regarding recommended adjustments and program of implementation; prepares detailed reports;
- Prepares and maintains periodic reports pertaining to federal and state requirements; prepares routine statistical reports.
- Develops, recommends and coordinates the implementation of policies, training programs, rules, and practices for carrying out the personnel program.
- Provides administrative staff support and participates in the labor negotiations process; participates in the administration of labor agreements and disciplinary action proceedings.
- Attends conferences, meetings, or public functions; leads and participates in discussions regarding personnel issues.
- Responds to inquiries, advises or provides assistance to the Director of Administrative Services, other City staff, outside agencies, and the public regarding personnel matters.
- Manages the work of other personnel in the execution of responsibilities and provides work guidance and direction in support of staff.
- Provides technical and functional direction to staff; reviews and controls quality of work; assists with employee performance evaluations.
- Prepares Personnel Board agendas and related reports, serves as the Personnel Officer to the Personnel Board in the absence of the Director of Administrative Services, and performs duties as assigned pursuant to the Municipal Code and City of Azusa Rules of the Civil Service System.
- Prepares and administers division budget; administers the employee benefit program.
- Serves as subject matter expert in a variety of human resources-related and risk management areas; conducts independent and complex analysis to support ongoing human resources programs, services and functions; performs the most difficult and complex human resources activities; oversees various human resources programs and initiatives.
- Oversees the administering a comprehensive employee benefits program; analyzes program usage and performance and forms recommendations for benefit program improvement; communicates with employees and coordinates with insurance carriers, providers, and/or third-party administrators; prepares and presents communications on the benefit program to employees and others; reviews and completes benefit enrollment transactions.
- Ensures employee files are maintained in accordance with law and City policies.
- Ensures quality assurance procedures and troubleshooting related to payroll and information systems are met.
- Manages and recommends improvement to employee files systems and is responsible for oversight of all employee information and master files, including security and confidentiality, information management best practices, and other impacts.
- Coordinates the completion of surveys of compensation, benefits, and personnel policies and practices; prepares appropriate analyses and oral and written reports.
- Pilots and participates in conducting job analyses of various positions to establish job-related qualifications through interviews, observations, and analysis of duties and responsibilities; organizes and documents findings; completes classification development and compensation recommendations.
- Oversees and manages the improvement of employment practices with regards to equal opportunity, job relatedness, organization input and community representation and impacts.
- Prepares, updates, and reviews administrative procedures, drafts and develops correspondence, and implements procedures and programs.
- Oversees the management employee development program, including developing training programs, writing curriculum, delivering training, and assessing City employees' training needs.
- Counsels and advises employees and the public on matters related to employment, promotion, retirement, benefits, and related issues; provides information to employees, outside agencies, and others related to assigned work.
- Researches and provides advice on organizational structure to improve efficiency and effectiveness of City-wide operations; evaluates activities and operations of assigned responsibilities, recommending improvements and modifications; prepares reports on activities and operations.

Qualification GuidelinesQUALIFICATIONSEducation and/or Experience- Education: Bachelor's degree in Human Resource Management, Public or Business Administration, or a related field.
- Experience: Six (6) years of increasing responsibility in personnel administration, risk management, recruitment, classification and compensation analysis, labor relations, personnel administration; at least three (3) years in a supervisor capacity.
Licenses or Certification- Possession of and ability to maintain a valid Class C California Driver's License and a satisfactory driving record.
