Job Responsibilities

In this role, you will oversee the recommended design, implementation, communication, and administration of the County's compensation, benefits, and HRIS programs. You'll help ensure our employees receive high-value, compliant, and accessible programs, while driving process improvements and supporting long-term HR strategy.
What You'll Do
• Manage the County's compensation and benefit programs, including medical, dental, vision, life, disability, FMLA, and related offerings.
• Partner with IT and Fiscal Services to oversee the HRIS to ensure efficient processes resulting in accurate and reliable data for use by HR and County departments.
• Contribute as a member of the HR Leadership Team, helping shape policies, address employment matters, and support budget planning.
• Build and maintain strong relationships with insurance carriers, TPAs, and HRIS vendors to ensure high-quality, cost-effective services.
• Lead the annual open enrollment process, including communication materials, information sessions, and system updates.
• Keep employees and stakeholders informed by developing clear, timely communication around compensation, benefits, and HRIS updates.
• Ensure all programs comply with federal and state requirements, including ACA, COBRA, HIPAA, civil rights laws, and FOIA.
• Partner across the organization on related areas such as labor relations, ADA, Workers' Compensation, payroll, and budgeting.
• Collaborate with Fiscal Services to maintain smooth, accurate integration between HR and payroll systems.
• Maintain tools and processes for job descriptions, classification, and internal/external equity reviews.
• Provide guidance on compensation, benefits, and HRIS policies to leaders and staff.
• Coach, lead and develop four employees, including setting goals, evaluating performance, and supporting professional growth.

Minimum Qualifications
• Bachelor's degree in HR, Accounting, IT, Public Administration, or a related field.
• Six years of progressively responsible HR experience, including four years focused on benefits, compensation, and/or HRIS.
• Three years of supervisory or senior advisory experience.
• Master's degree preferred.
• CEBS, CBP, or CCP certification preferred.
• Strong knowledge of benefits administration, HRIS functions, compensation practices, and compliance requirements.
• Skilled in project management and comfortable working with data, spreadsheets, databases, and reporting tools.
• Excellent communication and interpersonal skills, with the ability to work well across departments.
