Job Title: Human Resources ManagerJob Description
The Operations Human Resources Manager serves as the strategic HR leader for a unionized manufacturing facility, partnering closely with plant leadership and union representatives to foster a positive labor-management relationship. This role oversees employee relations, labor relations, workforce planning, talent management, compliance, compensation administration, and organizational development. The position requires a strong, visible presence on the production floor and the ability to balance operational objectives with employee engagement and effective union partnership while ensuring full compliance with the collective bargaining agreement, company policies, and applicable labor laws.
Responsibilities
  • Serve as the primary HR contact for union-related matters and collective bargaining agreement administration.
  • Interpret and administer the collective bargaining agreement consistently and effectively across the facility.
  • Lead grievance investigations, responses, and resolution efforts in partnership with operational leadership and union representatives.
  • Participate in labor-management meetings and maintain productive, collaborative working relationships with union leadership.
  • Support collective bargaining negotiations, contract administration, and implementation of negotiated agreements.
  • Advise leaders on labor relations matters, contract compliance, disciplinary actions, and workforce practices.
  • Monitor and evaluate labor trends, employee concerns, and workplace issues to proactively identify and address potential disputes.
  • Partner with Legal and Corporate HR on labor relations strategy and employment matters.
  • Conduct investigations related to policy violations, employee complaints, harassment, discrimination, and workplace concerns.
  • Guide managers through progressive discipline processes consistent with company policies and labor requirements.
  • Coach supervisors and managers on effective employee communication, conflict resolution, and leadership practices.
  • Promote employee engagement initiatives while maintaining a positive labor-management environment.
  • Support workforce planning efforts to ensure appropriate staffing levels and alignment with operational needs.
  • Contribute to change management and continuous improvement initiatives that enhance organizational effectiveness.
  • Ensure ongoing compliance with employment laws, regulations, and internal HR policies.
Essential Skills
  • 7+ years of progressive human resources experience.
  • 3+ years of HR experience supporting a unionized manufacturing, food production, distribution, or industrial environment.
  • Bachelor's degree in Human Resources, Business Administration, Labor Relations, or a related field.
  • Demonstrated experience interpreting and administering collective bargaining agreements.
  • Proven experience managing grievances, arbitrations, investigations, and labor-management relations.
  • Strong knowledge of NLRB regulations and labor law.
  • Strong knowledge of FMLA, ADA, FLSA, and California employment law.
  • Expertise in human resources and labor relations in a unionized setting.
  • Proficiency in collective bargaining and grievance management processes.
  • Solid understanding of employment law compliance and employee relations best practices.
  • Ability to provide leadership coaching to supervisors and managers.
  • Strong conflict resolution skills and the ability to manage complex labor issues.
  • Capability to drive change management and continuous improvement initiatives.
Additional Skills & Qualifications
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification is preferred.
  • Experience supporting Teamsters, UFCW, Bakery & Confectionery, or other manufacturing labor unions is preferred.
  • Bilingual English/Spanish language skills are highly beneficial.
  • Experience supporting facilities with 300+ employees and multiple shifts is preferred.
  • Demonstrated ability to work effectively with both plant leadership and union representatives.
  • Strong interpersonal and communication skills to build trust and credibility across all levels of the organization.
  • Ability to influence and guide leaders on labor relations strategy and workforce practices.
Work Environment
This role is based in a unionized manufacturing facility and requires a strong presence on the production floor, working closely with plant operations and union representatives. The standard schedule is Monday through Friday, approximately 8:00 a.m. to 4:30 p.m., with regular overtime as business needs require. During peak seasons, the Human Resources Manager will work six days per week for several weeks in the month to support increased operational demands and labor relations activities. The environment involves multiple shifts and a large workforce, requiring frequent on-site interaction, timely issue resolution, and active participation in labor-management meetings.

This is a Permanent position based out of Stockton, CA.
Pay and Benefits
The pay range for this position is $48.00 - $65.00/hr.
Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
