Description

The Human Resources Manager is responsible for supporting and executing the Company's day-to-day human resources functions in accordance with established policies, procedures, and direction from Company leadership. This role provides administrative and operational support across employee relations, recruiting, onboarding and offboarding, payroll, benefits, compliance, employee records, and FAA/DOT compliance requirements, while coordinating with managers, employees, vendors, and affiliated company HR personnel as needed.

This position will work on-site out of our West Palm Beach office, with the occasional need to make site visits to our other locations.

Requirements

General Human Resources
  • Lead and oversee comprehensive human resources programs and services, including staffing, onboarding/ offboarding, compensation, payroll, benefits, training and development, performance management, succession planning, employee retention, records management, and employee relations.
  • Maintain confidentiality and protect sensitive employee and Company information.
  • Oversee accurate, legal and compliant maintenance of personnel files, I-9 records, background investigations, employee records, and other required documentation in accordance with applicable laws and established best practices.
  • Ensure HR processes and systems support accurate employee data, reporting, documentation, and operational requirements.
  • Communicate effectively with employees, managers, executives, government agencies, regulator authorities, vendors, and other external parties.
  • Identify opportunities to improve HR processes, systems, policies, and practices and implement solutions that enhance operational effectiveness and employee experience.
  • Additional duties as assigned.

Employee Relations
  • Serve as a trusted advisor and subject matter expert to employees and management regarding Company policies, employment practices, performance management, disciplinary actions, grievances, complaints, and other employment-related matters.
  • Investigate and resolve employee relations matters, including workplace concerns, grievances, disciplinary issues, employee and applicant complaints, and other employment-related investigations, including EEOC matters when applicable.
  • Guide managers through performance improvement plans, progressive discipline, conflict resolution, and other corrective actions while ensuring consistency and compliance with Company policy and applicable state and federal law.

Compliance
  • Serve as the primary Designated Employer Representative (DER) for the Company's FAA/DOT Drug & Alcohol Testing Program and oversee all required pre-employment, random, reasonable-cause, post-accident, follow-up, and return-to-duty testing.
  • Maintain accurate safety-sensitive employee records, testing pools, program documentation, required postings, manuals, notifications, certifications, and FAA/DOT compliance requirements.
  • Manage employment compliance and clearance processes for safety-sensitive and other employees, including background investigations, PRIA/PRD, NATA/NATACS, CHRC fingerprinting, and other required screening programs.
  • Coordinate required compliance training and participate in internal, third-party, and regulatory audits; identify deficiencies, recommend corrective actions, and maintain required annual and regulatory reports.

Payroll & Benefits
  • Ensure accurate and timely payroll administration, including employee data changes, new hires job status changes, tax updates, direct deposits, deductions, and payroll verification.
  • Lead administration of the Company's employee benefits programs, including health and welfare plans, annual open enrollment, employee communications, plan evaluations, and carrier/vendor relationships.
  • Serve as the primary HR resource for employee benefits and leave administration, including multi-state leave programs, FMLA, ADA accommodations, and Company leave programs.
  • Manage leave eligibility, documentation, tracking, and compliance requirements and assist managers and employees in understanding applicable leave program.
  • Oversee compensation practices, including market benchmarking, position analysis, and recommendations to maintain competitive and equitable compensation programs.
  • Maintain accurate benefits, compensation, personnel, and government reporting records and support required audits.

Recruiting
  • Lead full-cycle recruitment for open positions, partnering with managers to identify workforce needs and develop job descriptions, recruiting strategies, advertisements, candidate screening, interviewing, selection, and onboarding processes.
  • Develop and implement effective recruitment strategies, sourcing methods, and applicant markets to attract qualified talent.
  • Manage recruiting systems and applicant databases, ensuring accurate tracking and timely movement of candidates through the hiring process.
  • Support workforce planning, organizational development, succession planning, and retention strategies in alignment with Company business objectives.


Qualifications & Experience
  • Five or more years of progressive HR experience, including HR management or leadership responsibilities Bachelor's degree in human resources or related field OR a combination of education/experience
  • Previous Aviation experience preferred
  • Previous experience with FAA and DOT compliance and compliance programs
  • Experience with Paylocity HR software preferred
  • Strong decision-making skills with an understanding of federal, state, and local compliance issues.
  • Efficient HR administration and people management skills
  • Demonstrate skills critical for managerial success including leadership, decisiveness, flexibility, sound business judgment, and highly developed personal analytical and communication skills.
