Job Description

The Human Resources Director provides strategic leadership and oversight of Swinomish Casino & Lodge's ("SCL") HR department and its comprehensive programs and services for the benefit of SCL's diverse employees. This position is responsible for developing, implementing, and evaluating effective HR practices, policies, and programs that support SCL's mission, goals, and workforce needs. Key areas of responsibility include recruitment and retention, team member relations, compensation and benefits, training and professional development, team member engagement and wellness, performance management, compliance, and HR records and systems.

Working under the general supervision of the CEO and in partnership with department directors and managers, the HR Director provides guidance and support on personnel matters and organizational development while ensuring HR operations are responsive, effective, and consistent. The position ensures compliance with applicable federal, state, and tribal regulations, as well as SCL policies and practices. As a member of the Executive Committee, the HR Director contributes to long-term strategic planning and organizational decision-making.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Provides strategic leadership, direction, and oversight of the Human Resources Department, ensuring HR programs, services, and operations support SCL's mission, values, workforce needs, and business objectives.
  • Serves as a strategic advisor to the CEO, Executive Committee, Directors, and Managers on workforce strategy, organizational effectiveness, employment matters, and team member-related issues; participates in strategic planning and long-term workforce initiatives.
  • Develops, implements, and evaluates HR strategies, policies, procedures, programs, and services, ensuring they are effective, consistent, responsive to organizational needs, and compliant with applicable federal, state, and tribal laws and regulations.
  • Leads workforce planning and talent management, including recruitment, marketing, selection, onboarding, retention, succession planning, termination, organizational development, and strategies to attract and retain a qualified workforce.
  • Manages and oversees all HR matters, team member relations, complex personnel matters for all team members, providing guidance on performance concerns, workplace issues, investigations, conflict resolution, corrective action, and employment practices.
  • Establishes and oversees performance management and continuous improvement practices of the HR Department that promote accountability, development, performance improvement, organizational effectiveness, and quality HR service delivery.
  • Directs compensation, job classification, benefits, wellness, and related programs for all team members to promote internal equity, competitiveness, consistency, compliance, and effective team member support.
  • Develops and oversees training, leadership development, professional development, and workforce development programs that support long-term team member growth, leadership effectiveness, and organizational capability.
  • Leads initiatives that promote team member engagement, recognition, organizational culture, retention, and a positive team member experience, while providing leadership and support during any organizational change, and other initiatives that improve organizational effectiveness.
  • Manages, develops, and provides leadership to all HR staff, including, without limitation, establishing expectations, assigning responsibilities, evaluating performance, supporting professional growth, establishing departmental goals and priorities, and managing the HR department budget and expenditures.
  • Builds and maintains positive, professional relationships with the HR Department's vendors, consultants, service providers, and other external partners, ensuring effective and timely communication, quality service, appropriate contract performance, and alignment with organizational needs.
  • Oversee the integrity, confidentiality, and effective management of personnel records, HR systems, workforce data, and sensitive information, exercising sound judgment, discretion, and professionalism in all HR matters.
  • Represents the HR Department and SCL professionally in internal and external relationships, meetings, community activities, and professional organizations, and performs other related duties and responsibilities as assigned.
  • Manages the administration of SCL team members' 401(K) accounts and participates in 401(k) Committee meetings.


QUALIFICATIONS

Required:
  • Bachelor's degree in human resources, Business Administration, Organizational Development, or related field.
  • Minimum of five (5) years of progressive HR management experience, including experience in a senior-level HR leadership role with responsibility for developing and implementing HR strategies, policies, and programs.
  • Demonstrated experience overseeing multiple HR functions, including team member relations, recruitment, compensation and benefits, performance management, training and development, and compliance.

Preferred:
  • Experience working in a Tribal or gaming organization and/or knowledge of Tribal employment practices, laws, and regulations.
  • Professional HR certification, such as SHRM-SCP, SHRM-CP, SPHR, PHR, or THRP.

Knowledge, Skills, and Abilities
  • Strong knowledge of HR principles, practices, and organizational development.
  • Knowledge of applicable federal, state, and Tribal employment laws, regulations, ordinances, policies, and practices.
  • Ability to provide strategic leadership and effectively advise executive leadership and management on complex HR matters.
  • Strong decision-making, problem-solving, communication, interpersonal, and conflict-resolution skills.
  • Ability to maintain confidentiality and exercise sound judgment and discretion when handling sensitive information.
  • Ability to develop effective working relationships with team members, managers, Directors, executive leadership, and Tribal representatives.
  • Strong organizational and project management skills, with the ability to manage multiple priorities and meet deadlines.
  • Ability to lead, motivate, develop, and hold staff accountable for performance and results.
  • Demonstrated ability to analyze information, identify and anticipate organizational needs, and develop practical and effective solutions.
  • Proficiency with HR information systems, Microsoft Office programs, including Outlook, and other technology necessary to effectively manage HR operations.
