Full Job Description
Duchesne County is seeking an experienced, strategic, and collaborative Human Resources Director to lead the County's Human Resources Department. This executive-level position serves as a trusted advisor to the County Commission, elected officials, department heads, and employees while overseeing all aspects of human resources, including recruitment, employee relations, compensation, benefits, policy administration, compliance, training, payroll oversight, and risk management.

The ideal candidate is a knowledgeable HR leader with exceptional judgment, strong leadership skills, and a commitment to fostering a positive workplace culture while ensuring compliance with federal, state, and local employment laws.
Essential Functions

Responsibilities include, but are not limited to:
  • Direct and oversee all Human Resources operations for Duchesne County.
  • Develop, implement, and administer personnel policies, procedures, and HR best practices.
  • Lead recruitment, hiring, onboarding, employee retention, and talent management initiatives.
  • Manage employee relations, workplace investigations, grievance procedures, and disciplinary processes.
  • Oversee employee benefits, compensation programs, payroll administration, and workers' compensation.
  • Ensure compliance with employment laws, including EEO, ADA, ADEA, FMLA, FLSA, and other applicable regulations.
  • Develop and conduct employee and supervisor training programs.
  • Supervise Human Resources staff and provide leadership, coaching, and performance management.
  • Advise the County Commission, elected officials, and department leaders on human resources matters.
  • Maintain confidential personnel records and oversee HR reporting requirements.
  • Coordinate employee wellness, recognition, and organizational development initiatives.
  • Collaborate with County leadership, legal counsel, and other departments to reduce organizational risk and promote a safe, productive workplace.
Minimum Qualifications

Education
  • Bachelor's degree in Human Resources, Public Administration, Business Administration, or a closely related field required, or completion of a Human Resources Management certification program.

Experience
  • Five (5) years of progressively responsible human resources management experience, including recruitment, employee relations, benefits administration, policy implementation, and supervisory experience.
  • An equivalent combination of education and experience may be considered.
Other Requirements
  • Valid Utah Driver License.
  • Ability to successfully pass a criminal background investigation.
