The ideal candidate is a strategic, visionary, and results-oriented leader who will provide direction and guidance for all of TWC's Human Resources operations. This work involves establishing the strategic vision for the HR department, setting goals aligned with agency objectives, and developing policies and procedures that directly support the agency's long-term mission. You are an exceptional communicator capable of toggling effortlessly between diverse audiences, and you have a true passion for people analytics. You will oversee all HR functions, establish priorities and standards for the department, and lead a team of HR professionals. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
The Director III performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the departmental direction, strategic plan, goals, and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress; coordinating and evaluating program activities; and reviewing and approving budgets. Furthermore, you will drive our "Reimagine HR" approach to innovate our staffing and retention practices, utilizing predictive analytics to solve vacancy challenges and reduce turnover.
YOU WILL BE TRUSTED TO:
- Lead and Mentor: Supervise, direct, and mentor HR staff. You will communicate clear expectations, provide timely performance feedback, and foster a collaborative, accountable, and high-performing team environment.
- Drive People Analytics: Dive deep into data management. You will be expected to harvest data from our systems to form conclusions and model predictive outcomes-particularly to identify why turnover happens, solve vacancy challenges, and improve retention among newly hired staff.
- Master Our Systems: Learn our technologies at a micro level quickly and understand how these systems connect. You will need to become familiar with upgrades and transitions across platforms like CAPPS, Taleo (and its replacement), and Work in Texas (and its replacement).
- Communicate Adaptably: Spend your days explaining difficult-to-understand concepts to a vast variety of audiences. You must seamlessly transition from presenting to the Executive Director and Commissioners, to explaining leave types to a new employee, to showing deep empathy and support when speaking with an upset, disgruntled, or grieving employee.
- Innovate Staffing: Serve as a strategic partner to agency leadership by championing innovative staffing tools and helping departments staff their jobs effectively.
- Ensure Compliance: Oversee all HR operations, including recruitment and hiring, employee relations, and benefits administration, ensuring all activities comply with both Texas state employment laws and federal regulations.
- Manage Policy: Develop, implement, and interpret HR policies and procedures to ensure consistency and compliance across the agency.
YOU QUALIFY WITH:
- Six years of full-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, three years of which must have been in an administrative management or supervisory capacity.
- Relevant academic credits may be applied toward experience qualifications for this position.

- Problem Solving & Systems Thinking: The ability to understand how complex systems and processes connect; identify problems, evaluate risk, and implement effective solutions quickly and collaboratively.
