Job Description
Human Resources Consultant
This position will join a team of HR Consultants that comprise the Organizational Performance Bureau. The HR Consultant will serve as the primary DAS-HRE liaison to assigned executive branch agencies. The HR Consultant works primarily with management to resolve complex employee relations issues and ensure compliance with relevant work rules and policies.
Job Responsibilities:
  • provide advice and guidance concerning all HR program areas, including organizational development, employee relations, performance management, & training and development;
  • consult on staffing needs by providing advice and guidance concerning recruitment and selection;
  • provide guidance concerning classification and compensation;
  • advise on EEO, civil rights, discrimination, and sexual harassment complaints;
  • advise on corrective/disciplinary action;
  • assist with preparation for grievance meetings and arbitration hearings;
  • consult on leave management and performance issues;
  • provide advice and guidance concerning interpretation of relevant state and federal laws, administrative rules, collective bargaining agreements, and agency and Statewide policies;
  • conduct and/or provide guidance on administrative investigations

The ideal candidate will possess:
  • An aptitude for relationship-building and expertise in consultation
  • Effective communication skills
  • Excellent analytical and problem-solving skills with strong attention to detail
  • Proficiency to work cross-functionally, with management-level employees and leaders at all levels of the organization
  • Previous experience in an HR generalist role
  • HR Business Partner experience preferred

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1. Graduation from an accredited four-year college or university with a Bachelor's degree and experience equal to four years of full-time work in one or more professional-level human resources management areas such as employment, recruitment, position classification, compensation, labor relations, collective bargaining, safety, worker's compensation, wellness, and benefits administration.
  2. A combination of a total of eight years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work equals one year of full-time experience.
  3. Graduation from an accredited law school.
  4. Current, continuous experience in the state executive branch that includes three and a half years of full-time work as a Human Resources Professional 1.
