Human Resources Compliance Officer will plan, organize, manage, and evaluate District-wide human resource compliance programs, operations, and processes related to staff accommodations under the Americans with Disabilities Act (ADA), federal and state statutory leaves of absence (Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL), and mandatory employee statutory clearances; collaborate with cross-functional departments to align industrial injury and Workers' Compensation workflows with human resource functions; serve as the technical and procedural authority in conducting interactive process meetings, evaluate essential job functions, process requests for reasonable accommodation, and monitoring return-to-work and leave of absence workflows across certificated and classified personnel; supervise and evaluate the performance of assigned staff.

- Plan, develop, implement, audit, and evaluate human resources and integrated District-wide policies, procedures, and workflows related to the District's ADA accommodation programs, federal and state leaves (including FMLA, CFRA, PDL), industrial injury, other statutory and District leaves to ensure requirements and District compliance obligations are met. E
- Oversee the implementation of efficient intake, processing, and evaluation of employee requests for reasonable accommodation under the ADA and statutory leaves of absence; establish and support standard operating procedures to ensure prompt case resolution, legal compliance, and seamless coordination between employees, department leadership, site administrators, and healthcare providers. E
- Provide technical expertise and advise District leadership and staff on related laws, regulations, policies, procedures, and bargaining unit agreements across ADA, leaves of absence, and, in partnership with Risk Management, the District's return-to-work program; collaborate and consult with legal counsel on complex compliance matters, accommodation determinations, and legal risks. E
- Facilitate ADA interactive process meetings with employees, site and department administrators, and bargaining unit representatives. E
- Ensure accurate preparation and maintenance of reports, records, and documentation on employee leaves of absence, leave usage, interactive process meetings, processing timelines, workflows, processes for Workers' Compensation intersections with human resource functions, and training completion rates; apply change management principles to implement and maintain District-wide standardized efficient compliance systems. E
- Plan, create, and facilitate comprehensive compliance trainings for District administrators and staff regarding interactive process duties, leave rights, and statutory compliance; oversee District-wide human resource related training, tracking, and learning module delivery. E
- Oversee, audit, and maintain District-wide tracking systems for mandatory employee clearances, including but not limited to Tuberculosis (TB) assessments, federal Form I-9 employment verification, and continuous state employment eligibility status. E
- Interpret current and updated laws, regulations, and legislation in consultation with legal counsel; make recommendations to leadership to update compliance requirements in current policies, procedures, processes, and collective bargaining agreement provisions. E
- Direct, supervise, train, and develop staff; build team capacity, mentor staff through system changes, assign work, evaluate performance, and participate in interview and selection processes. E

MINIMUM QUALIFICATIONS:Education and Experience: A combination of training, experience, and/or education equivalent to a Bachelor's degree in human resources, public administration, business administration, or other related field and seven (7) years of increasingly responsible human resources experience. Must include specialized experience in the ADA interactive process and statutory leaves of absence. Direct supervisory experience, workflow change management, and experience in a public agency or TK-12 educational setting are highly desirable.
Licenses and Other Requirements: Professional license or certification in human resources (i.e., SHRM, PHR, SPHR, CHRP, PSHRA, CHRM,) preferred.
