The Position

THE OPPORTUNITY: The Human Resources Division at the Park District is recruiting for an experienced Human Resources Assistant in the Benefits Department to fill one (1) vacancy. This position is a 37.5-hour work week and is located at the Administrative Headquarters at 2950 Peralta Oaks Court, Oakland, CA. The hiring pools established as a result of this recruitment will be used to fill the current vacancy and any future vacancies that may occur during the one-year life of the hiring pools.

WHAT YOU'LL BE DOING: Under the general supervision of the Benefits Manager, this vacancy performs a variety of paraprofessional and technical duties involved in the administration of the Human Resources Division including but not limited to; biweekly personnel changes and benefit elections into our HRIS system and corresponding vendor systems; the hosting of benefit orientations for new and returning employees; performing a variety of confidential, complex, and detailed technical and administrative duties which directly impacts Park District employee's pay, benefits, and employment status.

  • Has data entry experience in an HRIS platform;
  • Possesses administrative experience in the public sector in Human Resources;
  • Is an exceptional communicator with a history of building collaborative relationships with personnel at all levels;
  • Is adaptable to organizational change that can occur throughout the agency;
  • Is able to multitask while still producing accurate and timely work products;
  • Has experience with working with payroll and other department representatives to ensure timely delivery of personnel documents, etc.

Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
  • Performs a variety of clerical and administrative tasks requiring specialized knowledge of Human Resources functions
  • Processes personnel action forms in compliance with policies, bargaining unit agreements and within payroll processing deadlines
  • Conducts follow up and tracking procedures to ensure employee status changes are processed
  • Updates and maintains accurate employee and personnel action information
  • Extracts and compiles data for reports
  • Performs the more routine duties associated with human resources programs in conformance with Park District policies, procedures, techniques and regulations
  • Assists with applicant tracking
  • Reviews job descriptions and postings and conducts onboarding of new employees including employee orientations
  • Processes and tracks personnel requisitions
  • Reviews requisitions for conformance with Park District policies and refers candidates to departments
  • Assists with interpreting and explaining routine or less complex policies and procedures
  • Assesses and sets daily work priorities
  • Initiates follow-up to ensure projects and other tasks are completed or deadlines met, including coordinating activities with others
  • Screens incoming correspondence
  • Including assisting with or referring to appropriate staff and ensuring the delivery of responses
  • Provides guidance and training to other department staff on office practices and procedures
  • Serves as a resource to internal staff in resolving issues or administrative processing
  • Respond to inquiries from the public, department representatives and employees concerning confidential information in situations where tact and judgment must be exercised

  • Assists in the implementation of departmental goals and objectives.

  • Assists the Human Resources Technician on data entry
  • Report generation pertaining to position control, salary schedules, and budgeted positions as needed
  • Performs related duties as assigned.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Equivalent to the completion of the twelfth grade,
AND
Experience: Three years progressively responsible clerical work, preferably in a public sector human resources environment.
Substitution: College education in a related field may be substituted for up to one year of the experience requirement on the basis of 60 semesters or 90 quarter units of college credit equating to one year of experience.
CONDITIONS OF EMPLOYMENT:
  • Depending on work location and assignment, possession of a valid Class C California Driver's License is a condition of initial and continued employment in this classification.
  • The selected candidate must pass the Park District's Level 1 background check.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of: General principles and practices of human resources including benefits, classification and compensation, recruitment, and training; Correct English usage, including spelling and grammar; procedures and techniques of customer service; Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to: Perform independent research of a variety of technical issues; Follow applicable procedures to maintain the confidentiality of personnel information; Work effectively under pressure and with frequent interruptions; Multitask and prioritize tasks to effectively serve staff and customers; Read and apply complex rules, regulations and procedures relating to personnel work; Perform responsibilities and duties utilizing good judgment; Perform basic mathematical and statistical calculations; Learn and effectively utilize online recruitment, onboarding and HRIS systems; Operate office equipment including computers and supporting word processing, spreadsheet, and database applications; Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public with a focus on quality service to internal staff and external customers.

Wages, hours, and other terms of conditions of employment are covered in an Agreement between the Park District and Local 2428. The probationary period for this classification is nine (9) months.
