Human Resources Analyst (Talent Management)OPEN TO THE PUBLICThis recruitment is being held to establish an open eligible list to fill current and future Human Resources Analystpositions. IDEAL CANDIDATEThis role will be assigned to the Talent Management Team. The ideal candidate is a proactive, analytical public-sector HR professional who seamlessly translates complex data into clear, strategic recommendations. You possess a strong foundational knowledge of human resources, recruitment, labor relations, and employment law, allowing you to hit the ground running and work independently with minimal supervision. You bring a modern, strategic approach to the entire employee lifecycle, from developing recruitment campaigns to partnering with department heads. Highly adaptable and solution-oriented, you are comfortable with shifting priorities and tight deadlines while navigating sensitive workforce matters with the utmost discretion, tact, and confidentiality.
The Human Resources Analyst will be responsible for, but not limited to, the following:
- Recruitment: Lead and coordinate full-cycle recruitment activities, including developing modern, engaging job announcements, screening applications, managing evaluations/examinations, and facilitating hiring panels.
- Employer Branding: Elevate the City's presence as an employer of choice by leveraging social media, professional networks, job boards, and community outreach.
- Candidate Experience: Ensure a smooth, welcoming, and professional onboarding experience that introduces new hires to our culture from day one.
- Classification & Compensation: Conduct classification and reclassification studies; perform wage, salary, and benefit surveys to keep our compensation competitive in the market.
- Policy & Employee Relations: Interpret personnel rules, policies, and labor laws for managers and employees; research and draft modern updates to the employee handbook and civil service regulations.
- Labor & Negotiations Support: Assist in compiling data, preparing cost calculations, and generating charts for employer-employee labor negotiations.
- Prepare High-Level Reports & Presentations: Develop clear, comprehensive reports, trend analyses, and recommendations for executive leadership and stakeholders.
- Coordinate Interdepartmental & External Activities: Serve as liaison with departments, contractors, and external recruiters to ensure alignment with City talent management objectives.
- Perform Related Duties: Carry out additional responsibilities as assigned to support organizational risk reduction and safety initiatives.

MINIMUM AND DESIRABLE QUALIFICATIONSThe ideal candidate will possess a bachelor's degree from an accredited college or university, with major coursework in business administration, public administration, human resources or a closely related field.
AND
Three (3) or more years of progressively responsible professional experience inincreasingly responsible professional experience in human resources administration.
Licenses and Certifications:- Possession of, or ability to obtain, an appropriate California driver's license.
- Must complete the FEMA ICS 100 and 200 and IS 700 and 800 courses required by the Department of Homeland Security within three (3) months of hire.
NOTE: Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.).
RECRUITMENT PROCESSHuman Resources (HR) reviews all application materials to determine whether candidates meet the established minimum and preferred qualifications. Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure. Eligible List: Once the appraisal has been completed, HR will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
PHYSICAL DEMANDSMust possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. This is primarily a sedentary office classification although standing and walking between work areas is required. Employees in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
ENVIRONMENTAL ELEMENTSEmployees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to potentially hazardous physical substances.
