GENERAL PURPOSE
Under general supervision, participates in the full range of human resources programs ensuring compliance with City and federal employment related guidelines, with primary responsibility for overseeing employee development programs and initiatives, conducts research, investigates employee or applicant complaints; and performs other related duties.
SUPERVISION RECEIVED/EXERCISED

Works under the general supervision of the Director of Human Resources; supervises assigned administrative support personnel.

DISTINGUISHING CHARACTERISTICS: This is the journey level in the Human Resources Analyst job series. This class may be distinguished from the lower (Specialist) level by the complexity and difficulty of work performed.
PRIMARY DUTIES AND RESPONSIBILITIES

  • Supervises daily operations and work flow within area of responsibility; assists with preparation of City Council and Personnel Board agenda items and ensures that all documents (resolutions, ordinances, contracts and correspondence) are timely and complete.
  • Supervises training activities for the City including the development of training, project management, and the selection and training of trainers.
  • Identifies staff training and continuing education requirements through the use of surveys and interaction with City employees and management personnel.
  • Develops and implements a comprehensive master training program based on identified needs.
  • Selects and secures external training providers and/or develops training in accordance with staff training requirements.
  • Coordinates, implements, and monitors internal and external training opportunities for City personnel; manages, evaluates, and reports on project development in relation to training.
  • Develops, coordinates, and/or delivers subject-specific in-house training modules; selects on-staff trainers and develops course content, training objectives, and lesson plans. May conduct, coordinate, or supervise new employee orientation.
  • Researches and investigates a variety of complaints, grievances, and charges and prepares responses. May counsel employees concerning personnel problems and other areas of the City's personnel management program and services.
  • Implements human resources policies and programs, audits human resources action requisitions and other human resources forms to ensure compliance with existing HR policies and procedures.


  • Interprets civil service regulations, union contracts, federal guidelines and regulations, and human resources policies and procedures.
  • May participate or assist in negotiations with recognized bargaining units by serving as a member of the City's negotiating team; collecting and presenting data, conducting job audits, field inspections, and special investigations.
  • Creates, maintains, and updates employment databases and files according to area of assignment.
  • Prepares publications and procedure manuals.
  • Investigates employee or applicant complaints or issues.
  • Assists in the preparation and monitoring of the departmental budget.
  • Assists with the selection, training, motivation and evaluation of Department personnel, provides or coordinates staff training; assigns and reviews work; works with employees to correct deficiencies; completes employee performance evaluations; implements discipline and termination procedures.
  • May provide support and assistance in other human resources areas including recruiting, classification, compensation, benefits and labor relations.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of human resource management.
  • Performs related duties and responsibilities as assigned.


MINIMUM QUALIFICATIONS
Education and Experience:

Possession of a Bachelor's degree from an accredited college or university with major course work in Human Resource Management, Business Administration or a related field; AND three (3) years of human resources management experience with experience in employee development programs preferred; OR an equivalent combination of education and experience.
Required Licenses or Certifications:
  • Must possess a valid California Class C Driver's License.

Required Knowledge of:

  • Theory, principles and practices of contemporary human resource management including adult learning principles.
  • City Code, City Ordinances, Standard Operating Manual, personnel policies and procedures, and Memoranda of Understanding provisions.
  • Instructional design and methods used to develop/present training programs.
  • Processes for monitoring and evaluating staff training programs and activities.
  • Methods for identifying and facilitating staff development opportunities.
  • Processes for developing and administering budgets.
  • Computer hardware, software and peripherals related to area of assignment.
  • Record keeping and file maintenance methods, practices and procedures.
  • Modern office practices and procedures, including business correspondence, record-keeping systems, and office equipment.

Required Skill in:

  • Overseeing and coordinating staff training and development activities within a large library system.
  • Identifying staff training, development, and continuing education requirements.
  • Developing, coordinating, and delivering in-house training modules.
  • Identifying, selecting, and securing external training providers.
  • Utilizing online training calendars and training newsletters to communicate training opportunities.

Physical Demands / Work Environment:

  • Work is primarily performed indoors in a standard office environment.
  • Work requires frequent light lifting, sorting, filing and typing.
  • Moderate finger dexterity and near vision is required.
  • May be exposed to minor amounts of dust and occasional sounds of office equipment running.

EXAMINATIONThe purpose of this examination is to establish an eligible list from which vacant position(s) may be filled.
Only the most qualified candidates will be invited to participate in the examination and interview process.

Phase one (1) is a written examination (weighted 50%) which will measure all or portions of the above knowledge, and skills. Phase two (2) is an oral examination (weighted 50%) that will be administered by an appraisal panel to evaluate professional qualifications, background and suitability. The oral examination may include graded simulation exercises, writing exercises, and oral presentations. A passing score for each phase is 70%. Each candidate will be notified via mail or e-mail.

The City of Compton reserves the right to utilize alternative testing methods, if deemed necessary. Failure in one phase of the examination shall be grounds for declaring the applicant as failing in the entire examination, and as disqualified for subsequent parts of an examination.

ELIGIBLE LISTSRecruitment may be conducted on an (a) promotional basis, (b) open-competitive basis, or (c) promotional and open-competitive basis simultaneously. All candidates who attain an overall score of at least 70.00 (open-competitive) and at least 75.00 (promotional) will be placed in rank order on the relevant eligible list(s).

PLEASE NOTE:All permanent City employees that attain an overall score of at least 75.00 will be placed on both the promotional eligible list and the open-competitive eligible list. All City employees that attain a score of 70.00 on EACH PHASE of the examination but an overall score of less than 75.00 will be placed on the open-competitive eligible list only.

Each eligible list shall remain in effect one (1) year from the date of its establishment unless it is extended, abolished or exhausted. Whenever possible, three (3) names are certified to fill any one (1) vacant position. No candidate may be certified more than three (3) times for any one classified position. When certifying eligible lists to appointing powers, the promotional eligible list takes precedence over the open-competitive eligible list. A department manager's recommendation for employment is subject to the City Manager's approval.

EXAMINATION APPEAL PROCEDUREA candidate may, within five (5) days after taking the written examination, file in writing with the City Manager an appeal against any part of the test, citing the item or items against which the appeal is directed, and the reason(s) for such appeal. The Personnel Board will consider appeals from the decisions and ratings of qualifications appraisals (interview) boards if such appeals meet the conditions described in the Personnel Rules and Regulations (Section 6.8).

EXAMINATION RECORDSAll examination papers, including the employment application, resume, and other attachments submitted by candidates are the property of the Personnel Board and are confidential records which may be open to inspection only for purposes and under conditions established by the Personnel Board.
