Full Job Description
OCH is currently seeking a dedicated Human Resources Advisor to provide strategic and operational, client-focused human resources services that support the organization's strategic objectives, values, and culture. Under the guidance of the Director, Homan Resources, the HR Advisor works collaboratively with assigned client groups, leveraging their expertise to provide proactive advice, coaching, and solutions across a broad range of HR functions, including employee and labour relations, talent management, talent attraction and acquisition, disability management, and organizational design. The HR Advisor ensures alignment with applicable legislation, collective agreements, organizational policies, and HR objectives while aligning people strategies with departmental and business priorities. By building strong, collaborative relationships and establishing credibility as a trusted advisor, the HR Advisor partners with leaders, managers, unions, employees, and HR colleagues to develop effective, practical solutions to a wide range of human resources challenges and opportunities.

Human Resources Advisor with OCH:

As an HR Advisor, some of the things you will do include:
  • Provide expert advice and develop solutions in response to HR issues and needs, ensuring alignment with business objectives, collective agreements, employment legislation, and organizational policies.
  • Coach, advise, and support managers and employees on employee and labour relations matters, including performance management, progressive discipline, terminations, workplace accommodations, and return-to-work planning.
  • Lead workplace investigations, ensuring a fair, comprehensive and legally compliant process, maintaining confidentiality and mitigating risk throughout the process.
  • Partner with leaders to identify, address, and proactively resolve workplace conflicts, grievances, and employee performance concerns, while promoting positive employee engagement and workplace culture
  • Lead grievance management strategies, settlements, and create legally binding MOAs/MOUs.
  • Serve as an integral member of the collective bargaining team, supporting the negotiation, renewal, interpretation, implementation, and ongoing administration of collective agreements.
  • Proactively collaborate with unions to avoid grievances and assist in developing case strategies.
  • Collaborate with legal counsel on arbitrations, WSIAT hearings, and case preparation.
  • Collaborate with members of the Human Resources team across functional areas to deliver integrated HR solutions that support workforce planning, recruitment, employee development, retention, health and safety, and employee well-being.
  • Works collaboratively with client groups to provide strategic advice and input on organizational restructuring initiatives, workforce planning and succession planning.
  • Collaborate with internal and external stakeholders to foster a positive, inclusive, and respectful work environment and promote early conflict resolution.
  • Maintain current knowledge of employment legislation, employee and labour relations trends, and HR best practices and contribute to the continuous improvement of HR programs, policies, and practices.
  • Contribute to the development and maintenance of job descriptions and job evaluation processes, HRIS data integrity, reporting, and analysis to support informed decision-making.

What you bring:

Education & Experience:

A typical candidate will have the following qualifications and experience. Exceptional candidates with different qualifications will be considered at the discretion of the employer if demonstrated experience, knowledge, and ability warrant.
  • Undergraduate degree in Human Resources, Industrial Relations, Business Administration or a related field.
  • Minimum of five (5) years of experience providing human resources and/or labour relations advice to clients with diverse needs in a unionized environment.
  • Certified Human Resources Leader (CHRL) designation is an asset.
  • Broad knowledge of current best practices in human resources and labour relations.
  • Specialized knowledge in the areas of complex labour/employee relations and employment legislation; collective agreements technical documents, rules and provisions; and related case law and precedents.
  • Knowledge of OCH structure and operations, human resources policies, procedures, and programs, and collective and employment agreements.
  • Knowledge of Word, Excel, PowerPoint, Outlook, human resource information systems and other standard corporate software.
  • Understanding of the values, vision and mission of Ottawa Community Housing and a commitment to support those objectives.
  • Must be familiar with all applicable statutory requirements, policies, procedures and guidelines relevant to area of work.
  • Knowledge of applicable health and safety legislation, including the rights and responsibilities of workers and supervisors.
  • Knowledge of workplace investigation processes.
  • Knowledge of disability and accommodation requirements and legislation.

  • Ability to exercise discretion, initiative, tact, diplomacy, and a high degree of confidentiality in all interactions.
  • Proficiency in interpreting and applying collective agreements, employment contracts, policies, procedures, and employment-related legislation.
  • Ability to work independently, including off-site, with minimal supervision while fostering a team-based approach to service delivery.
  • Proficient in the use of information technology, including HRIS, data analytics, and other systems or tools to support decision-making and performance.
  • Proficiency in English, oral, reading and writing is required
  • Proficiency in French, oral, reading and writing is preferred

Work conditions:

This is a permanent full-time (36.25 hours per week) hybrid position with on-site attendance as required.
