Position Summary
Ogden-Weber Technical College offers a competitive benefits package, including medical and dental coverage with the College paying 90% of premiums. Because the College does not participate in Social Security, an amount equal to 6.2% of salary is contributed by the College to employees' 401(k) retirement account. Employees can also receive up to an additional 3% contribution from the College by contributing 6% of their salary to the 401(k) plan.
The Hiring Range for this position is: $106,605.00 - $133,282.00 Annually

Incumbents in this position reports to the Vice President of Finance and Administrative Services.
Essential Functions
1. Demonstrate an in-depth knowledge of all college policies; model their appropriate use and be a resource to those they supervise. This includes providing training to new and existing employees.
2. Protect the college from undue risk, liability, negligence, fraud, and damage to the reputation of the institution.
3. Plan, coordinate and manage the human resources and payroll administrative activities of the department.
4. Supervise subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
5. Develop departmental budget; monitor and control expenditures. Review and recommend changes to budget authorizations.
6. Develop and implement new and revised policies and procedures affecting the College as well as Human Resources. Coordinate with other departments to ensure compliance with overall College objectives.
7. Administer salary and benefits for College employees. Develop benchmarks and conduct annual salary and benefit surveys. Make recommendations to College administration regarding changes in salary ranges, if necessary.
8. Perform reference and investigative background checks on all applicants.
9. Oversee operation of fingerprinting equipment.
10. Assess training needs of College employees. Develop appropriate training and training evaluation.
11. Manage the maintenance of personnel files.
12. Perform employee relations functions to include employee assistance, conducting investigations, educational assistance, and assisting managers in corrective action and discipline; provide technical assistance to develop performance plans and evaluations, corrective action plans, and disciplinary action; prepare material and assist with grievance hearings.

It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
Requirements
Education and Experience Requirements:
1. Bachelor's degree in Human Resources, public administration or a related field required. Master's degree in above related fields preferred.
2. Five (5) years of full-time paid professional related employment.
3. Three (3) years of which must have been as a Human Resources Manager or equivalent.
4. Spreadsheet, word processing and automated systems experience is desirable.
5. Lead or functionally supervise staff; delegate work assignments, monitor/review quality of work, provide technical assistance or training, and/or provide input on
performance appraisal, hiring and discipline.
6. Maintain strict confidentiality and professional discretion regarding sensitive and proprietary information.
7. Present a professional appearance and demeanor.
8. Develop rapport and working well with staff, visitors, vendors, and volunteers.
9. Follow written and verbal instructions.
10. Apply critical thinking techniques.
11. Analyze and solve problems.
12. Prioritize work and perform within deadlines.
13. Stay focused despite interruptions.
14. Deal with stress caused by deadlines.
15. Work well in a team environment as well as independently.

Physical Requirements:
1. Typically, the employee may sit comfortably to perform work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
2. Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Must pass a thorough background investigation.
