Human Resource Analyst (Placement) who is passionate about creating a positive hiring experience and connecting talented people with meaningful careers.
You will join a collaborative human resource (HR) team and work alongside two other Human Resource Analysts who also support placement and recruitment. Together, you will partner with hiring managers, share ideas and recruiting strategies, and create a consistent, positive experience for candidates across Pennie.
From the first conversation about a vacancy to the final job offer, you will help guide the hiring process every step of the way. This role is a great fit for someone who enjoys building relationships, staying organized, and making sure every candidate has a positive experience while every hiring decision is handled accurately and thoughtfully.
DESCRIPTION OF WORK As a Human Resource Analyst focused on placement and recruitment, you will partner with hiring managers and candidates throughout the hiring process. You will help Pennie attract talented people, keep recruitments moving, and create a positive hiring experience while making sure each step is handled accurately and fairly.
In this role, you will:- Partner with hiring managers to find the right talent. You will identify hiring needs, develop recruitment strategies, create NEOGOV requisitions, and help establish qualifications and interview criteria. You will also use LinkedIn Recruiter and other sourcing tools to connect with candidates and build talent pipelines.
- Guide candidates through the hiring process. You will review applications, coordinate and conduct interviews, support selection decisions, complete background checks, extend offers, and help new hires transition smoothly from candidate to employee.
- Help strengthen how Pennie recruits. You will monitor hiring activity, use recruitment data to identify trends and opportunities, and recommend process improvements. You will also support employment inquiries, documentation, and other HR projects as needed.

Work Schedule and Additional Information:- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. - Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $70,005.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONSMinimum Experience and Training Requirements:- Two years of professional experience in human resources, recruitment, staffing, placement, or talent acquisition, including substantive experience supporting or managing multiple stages of the recruitment lifecycle, such as conducting intake meetings, developing recruitment strategies, sourcing candidates, coordinating or conducting interviews, extending offers, and supporting onboarding; and
- A bachelor's degree (or an equivalent combination of education and experience in lieu of a bachelor's degree).
Additional Requirements:- You must currently reside in or be willing to relocate to Pennsylvania for the duration of your employment.
- You must be able to perform essential job functions.

- Experience using recruiting metrics or hiring data to improve recruitment efforts
- Experience building talent pipelines and using Boolean searches or other sourcing strategies

- Experience presenting information, communicating effectively with diverse audiences, and managing multiple competing priorities in a fast-paced work environment
