THE POSITION

The Human Resource Analyst 5 with the Human Services Human Resource Office, Field Operations plays a vital role in strengthening workforce management across several major facilities. This position supports leaders who rely on clear guidance to navigate complex staffing and labor matters. DESCRIPTION OF WORK
This position leads human resource operations for major Department of Human Services facilities and serves as a strategic advisor on workforce planning, labor relations, and organizational effectiveness. You will have the opportunity to guide human resource (HR) staff, support executive leaders, as well as ensure consistent and fair application of workforce policies. As a Human Resource Analyst 5, you will perform the following duties:
  • Staff Leadership: Direct HR officers by assigning work, reviewing performance, and guiding daily operations
  • Labor Relations: Support facility leadership by addressing contract issues, participating in meetings, and managing grievance activities
  • Employee Relations: Provide counsel on conduct concerns, investigations, workplace issues, and appropriate corrective steps
  • Workforce Planning: Analyze staffing trends and develop strategies for recruitment, retention, and succession needs
  • Organizational Support: Evaluate workforce challenges and recommend improvements that strengthen effectiveness
  • Policy Guidance: Interpret employment policies, collective bargaining agreements, and regulatory requirements for facility staff

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS

Minimum Experience and Training Requirements:
  • One year as a Human Resource Analyst 4; Human Resource Director, PHRC; or Human Resource Manager 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of analytical experience that includes four years of professional human resource experience, and a bachelor's degree; or
  • An equivalent combination of experience and training.
