DescriptionJob DescriptionPosition Summary: This position owns the HSSE management system architecture, data governance, performance reporting, and regulatory submissions enterprise-wide, across both our US onshore upstream operations and Commonwealth LNG. The role ensures HSSE information is accurate, timely, auditable, and decision-ready, and that the digital systems underpinning it are fit for purpose and consistently used.
This position strengthens Caturus' safety culture by enabling data-driven decision-making and delivering actionable insight to field and leadership teams. The role has no direct reports and delivers through technical authority, influence, and the direction of specialist consultants, contractors, and system vendors. This role supports operations across all Caturus assets and will be located in Houston, TX, with travel to upstream facilities and the Commonwealth LNG terminal.
Key Accountabilities: - Own and continuously improve the corporate HSSE Management System (HSSE-MS) framework, aligned to ISO 45001 and ISO 14001 and recognized security-management practice.
- Define HSSE data governance - standards, definitions, ownership, quality controls, and a single source of truth - so performance information is consistent and comparable across assets.
- Serve as business owner for the HSSE digital toolset (incident management, risk register, audit/inspection, action tracking, contractor and competency systems).
- Administer the incident and near-miss management system, ensuring consistent capture, classification, investigation, and closure, with data integrity supporting trend and root-cause analysis.
- Produce accurate, timely HSSE performance reporting for leadership and the board, including leading and lagging indicators, process safety metrics (API RP 754), TRIR/LTIF, and environmental and security KPIs.
- Develop dashboards and analytics that make performance visible and actionable, and benchmark performance against IOGP / API data.
- Compile and submit mandatory regulatory HSSE reporting accurately and on time, including OSHA recordkeeping (29 CFR 1904 - Forms 300/300A/301), EPA, PHMSA, and FERC reporting.
- Coordinate ESG / sustainability disclosure (GRI, IPIECA, SASB / ISSB) with corporate functions, ensuring HSSE data feeding external disclosures is verifiable and assurance-ready.
- Coordinate the internal HSSE audit and assurance program and track findings and corrective actions to closure.
- Drive digitization and automation of HSSE workflows and reporting to reduce manual effort and improve timeliness and accuracy. Provide training and support to employees and field personnel on HSSE systems, tools, and reporting processes.
- Collaborate with IT and cross-functional teams to troubleshoot system issues and improve system functionality.
- Scope, direct, and quality-assure system vendors, consultants, and contractors. Ensure compliance with health, safety, and environmental policies, procedures, and documentation standards.

Qualifications Education, Certificates, and Licenses:- Bachelor's degree required, with a preference in HSE, Engineering, Environmental Science, Information Systems, or a related field.
- Relevant certifications (CSP, NEBOSH, ISO 45001/14001 Lead Auditor, or data/analytics credentials) preferred.
Experience:- 8+ years of experience in HSSE, with substantial experience in HSSE systems, data management, and performance reporting, required.
- US onshore upstream (E&P) experience required; global upstream experience preferred.
- LNG experience required.
- Demonstrated experience implementing or administering HSSE software platforms and building executive-level reporting and dashboards.
- Experience with regulatory and/or ESG reporting and with audit and assurance processes preferred.
Knowledge, Skills, and Abilities:- Strong knowledge of HSSE management systems (ISO 45001 / 14001 and security management) and HSSE performance frameworks.
- Expertise in HSSE data management, analytics, and reporting, including dashboarding tools (Power BI / Tableau) and HSSE platforms (Enablon, Intelex, Cority, SAP EHS, or similar).
- Working understanding of OSHA 29 CFR 1904, EPA, PHMSA, and FERC reporting, plus ESG frameworks (GRI, IPIECA, SASB / ISSB).
- Excellent attention to detail and data-integrity discipline.
- Ability to translate complex data into clear insight for executives and the board.
- Ability to manage system vendors, consultants, and contractors.
