Position Description

Thompson Metal Fab is a well-established veteran-owned heavy structural steel and plate fabrication business in Vancouver, WA. We are seeking an Office/HR Administrator to ensure the smooth operation of office and HR functions. This role involves managing office processes, coordinating various administrative activities, maintaining personnel records, and assisting with HR functions, including recruiting, onboarding, and employee support.

Position Requirements

The HSE Manager serves as TMF's primary health, safety, and environmental leader, responsible for developing, implementing, and continuously improving programs that protect employees, customers, contractors, and the public. This role partners closely with production leadership, project teams, maintenance, and administrative staff to ensure safe, compliant, and efficient operations while fostering a culture of accountability and risk reduction.

Key Responsibilities

Safety Leadership & Program Management

    • Lead and manage the company's overall HSE strategy and mission.
    • Develop, implement, and improve HSE policies, procedures, and programs in compliance with regulatory requirements and industry best practices.
    • Provide visible leadership throughout the facility by engaging employees, supervisors, and managers in safe work practices.
    • Identify workplace hazards, require corrective actions, and stop unsafe work when necessary.
    • Promote a proactive safety culture focused on accountability, engagement, and continuous improvement.


Training & Employee Development

    • Develop and deliver safety orientations, training programs, refresher courses, and field coaching.
    • Ensure employees understand their responsibilities for safe work planning and environmental compliance.
    • Support safety committees, toolbox talks, and employee involvement initiatives.


Incident Investigation & Risk Management

    • Lead incident reporting, investigations, root cause analysis, and corrective action tracking.
    • Analyze trends and implement preventive measures to reduce workplace risks.
    • Support planning for high-risk activities, shutdowns, facility modifications, and special projects.


Environmental Compliance

    • Manage environmental compliance programs including:
    • Waste management
    • Stormwater compliance
    • Air quality requirements
    • Spill prevention and response
    • Hazardous materials management
    • Regulatory reporting


Industrial Hygiene & Compliance

    • Oversee industrial hygiene programs, including exposure assessments, monitoring, respirator program administration, fit testing, PPE evaluations, and recordkeeping.
    • Conduct facility inspections, audits, observations, and compliance assessments.
    • Maintain required permits, certifications, records, metrics, and documentation.


Collaboration & Reporting

    • Track and report HSE performance metrics to leadership.
    • Work with customers, subcontractors, vendors, insurers, consultants, and regulatory agencies as needed.
    • Assist in evaluating and approving HSE-related equipment, PPE, tools, and training resources.


Qualifications

Required

    • 5+ years of progressive HSE experience in industrial, manufacturing, fabrication, construction, or similar environments.
    • High school diploma or equivalent.
    • Strong knowledge of occupational safety regulations, environmental compliance, incident investigation, industrial hygiene principles, and employee training practices.
    • Excellent communication, leadership, organizational, and problem-solving skills.
    • Ability to work independently, manage multiple priorities, and make sound decisions in a fast-paced production environment.
    • Proficiency with Microsoft Office and digital recordkeeping systems.
Preferred

    • Experience leading safety programs in a heavy industrial or fabrication environment.
    • Associate's or bachelor's degree in safety, Environmental Science, Industrial Hygiene, Engineering, Business, or a related field.
    • Professional certifications such as CSP, CIH, CHMM, ASP, OHST, or equivalent.


Working Conditions

This position is primarily on-site and requires regular presence in both office and active manufacturing environments. The role involves:

    • Walking throughout production areas.
    • Climbing stairs and ladders.
    • Exposure to noise, dust, fumes, weather conditions, and varying temperatures.
    • Occasional support of alternate shifts, overtime, emergency situations, and special projects.
