Position Summary:The Health, Safety, Environment (HSE) and Compliance Manager at Carver Marine Towing (CMT) is responsible for fleet's occupational health standards, safety program, environmental impact alignment and compliance, and vessel compliance with regulatory requirements. This position coordinates with the Director of HSE of Carver Companies and the HSE managers of other divisions under Carver Companies to ensure best practices standards. The ideal candidate will have extensive experience in the marine towing industry with a strong background in marine safety, safety training, vessel inspections, risk management, and compliance auditing.
Essential Duties and Responsibilities:Safety Management & Compliance
- Manage the fleet's safety program drives top of mind safety culture, incorporates near miss reporting, trends and analyzes incidents, provides meaningful statistical reporting, and benchmarks against related industries.
- In conjunction with Operations, Engineering staff and crews to ensure all vessels comply with USCG, ABS, and Subchapter M regulations.
- Manage, schedule, track, document, and store official paperwork for the safety and compliance program using Helm CONNECT as the primary software platform.
- Maintain and update the Towing Safety Management Systems (TSMS) for vessel operations.
- Investigate incidents and near misses, ensuring corrective actions are implemented.
- Maintain Helm safety records, documenting all findings, corrective actions, and compliance updates.
- Conduct scheduled and unannounced vessel safety and compliance inspections regularly.
- Serve as the primary liaison for external safety auditors and regulatory agencies.
Vetting & Vessel Inspections- Lead pre-vetting inspections to ensure vessels meet charterer and industry vetting standards.
- Work with Captains, Engineers, and Port Captains to correct deficiencies before external audits.
- Maintain detailed vetting reports and compliance tracking systems.
- Maintain a strict follow-up protocol for resolving deficiencies and ensuring accountability.
Incident Response & Emergency Preparedness- Serve as the lead investigator for vessel-related incidents, ensuring root cause analysis is conducted and corrective measures are implemented.
- Lead emergency response plans and drills for fire, collision, grounding, and other incident scenarios on a regular basis.
- Work with insurance representatives and regulatory agencies to enhance safety programs.
Regulatory & Environmental Compliance- Ensure full compliance with all federal, state, and local maritime laws.
- Oversee environmental policies, pollution prevention measures, and spill response procedures.
- Monitor and implement industry best practices in coordination with regulatory bodies.
Industry Safety Enhancements & Risk Management- Coordinate with Insurance and external safety advisors to implement industry leading safety initiatives.
- Collaborate with terminal operators to implement safety improvements and comply with insurance recommendations.
- Partner with Director of HSE and HSE manager counterparts throughout Carver Companies for continuous improvement of safety standards and risk management.
Policy Development & Reporting- Assist in the development and enforcement of company-wide safety policies and procedures.
- Provide weekly reports on fleet safety performance, identifying trends and areas for improvement.
- Ensure cross-department communication regarding safety compliance, training, and operational risk management.
Required Qualifications:- Three to five years' experience in the marine industry.
- Strong skillset in communication, organization, and collaboration.
- Ability to manage multiple priorities in a fast-paced environment.
- Experience with Marine compliance
- Proficient in the use of MS Office Suite
- Experience with Safety Management Software platforms
Preferred Experience:- Marine HSE background.
- Overseeing marine compliance
- Marine towing industry experience.
- Ability to be proactive and hands-on.
Physical Requirements:- Prolonged periods sitting at a desk and working on a computer.
- Board, disembark, and access working and crewed spaces of vessels frequently.
- Occasional travel to field sites, job locations, or company divisions as needed.
- Ability to lift up to 50 pounds if necessary.
Work Environment:- Office-based role with regular field and site visits.
