Position Description
The HRBP -Leave Administrator is responsible for managing and supporting all aspects of time entry, time-off and employee leaves of absence, including FMLA, non-FMLA, military/USERRA, ADA accommodations, and all other leaves. This role ensures compliance with federal, state, and County policies while providing exceptional service to employees and managers. This position manages multiple employees/divisions simultaneously while prioritizing the most urgent needs and collaborates with internal stakeholders to discuss complex time off work matters.

Leave Administration
• Administers all types of employee leaves, including FMLA, non-FMLA, Military/USERRA, ADA, paid parental leave, and other statutory or company-specific programs.
• Reviews requests and extensions based on eligibility, policy, and medical certification and submits to the Chief HR Officer for approval.
• Calculates leave duration, track usage, and monitor for potential misuse or overuse.
• Investigate suspected leave abuse and escalate issues appropriately.
• Maintains accurate and complete electronic leave files in compliance with HIPAA and privacy standard
Compliance & Documentation
• Ensures adherence to federal/state leave laws (FMLA, ADA, PWFA, USERRA, etc.) and internal policies.
• Issues required notices, forms, and communications within regulatory timelines.
• Tracks certification deadlines, recertification needs, and return-to-work documentation.
• Stays current with evolving leave-related legislation and industry best practices.
Systems & Recordkeeping
• Enters, updates, and maintains employee data in HRIS and timekeeping systems (e.g., STARS-PeopleSoft).
• Manage leave-related time entry and supports timesheet corrections.
• Maintains leaves calendars, dashboards, and workflow tracking tools.
• Coordinates with Payroll to ensure accurate pay, including partial pay, intermittent leave, and pay adjustments.
Employee & Manager Support
• Provides guidance to employees and managers on leave eligibility, policies, procedures, and legal rights.
• Handles sensitive or complex situations with professionalism, empathy, and de-escalation skills.
• Communicates leave status updates and return-to-work dates to managers, Payroll, Benefits, Chief HR Officer and HRBPs.
• Facilitates return-to-work processes, including ADA accommodation requests in partnership with relevant stakeholders.
Cross-Functional Collaboration
• Collaborates with HRT Benefits and Workers' Compensation teams to ensure coordinated leave experiences.
• Supports attendance management by assisting the manager when verifying timesheet accuracy.
Training & Development
• Participates in training sessions, webinars, and HR forums for ongoing development.
• Serves as a presenter or co-facilitator for internal training on leave policies and procedures.
• All other duties as assigned.
Requirements
Education:
  • Bachelor's degree.

Experience:
  • Five (5) years in Human Resources or related field, with at least three years focused on leave administration.
    Proficiency in Microsoft Office; experience with HRIS (e.g., PeopleSoft) and timekeeping systems (e.g., Kronos, ADP, SAP), a plus.

• Strong understanding of FMLA, ADA, PWFA, and other federal/state leave laws.
• Highly organized, detail-oriented, strong analytical, critical thinking and problem-solving skills, excellent communication and interpersonal abilities.

• Demonstrate proficiency (at an advanced level) in using computers and software such as Microsoft Office (MS Word, Excel, PowerPoint, and Access) and Adobe platforms for editing and creating forms
• Demonstrate an advanced level of skill using Human Resources Information Systems (HRIS) or similar applications
• Effectively manage projects
• Demonstrate excellent planning and organization skills

General Information
Work Environment:
• Work is performed primarily in an office setting subject to frequent interruptions with extensive work at a computer workstation and site visits to various Tax Offices, Harris County and community facilities, both outdoors and indoors.
• Flexibility to work evening and weekend hours and occasional overnight travel to conferences and training sessions required.
Physical Demands:
This role is a standard office role that requires remaining stationary for long periods of time. At times,
boxes or equipment must be transported weighing up to 30 lbs.
Employment may be contingent on passing a drug screen and meeting other standards.Due to a high volume of applications positions may close prior to the advertised closing date or at the discretion of the Hiring Department.
