About the PositionJoin a team that drives effective workforce planning and scheduling across the organization. The HR Workforce Planning Analyst develops workforce plans and master rotations, analyzes scheduling and attendance data, identifies trends, and provides recommendations that support operational success. As a trusted resource, the role coaches Scheduling Clerks, supports scheduling systems and projects, and partners with key stakeholders to promote accurate and efficient scheduling practices.
Key Responsibilities- Develops and maintains workforce plans, staffing models, master rotations and scheduling frameworks for assigned departments in consultation with unit managers and the Supervisor, Central Scheduling Office.
- Reviews staffing needs, coverage patterns, scheduled hours, rotations and employee availability to identify gaps, risk and possible improvements.
- Conducts regular audits of system information and entries.
- Monitors recurring scheduling issues, identifies causes and develops recommendations.
- Provides feedback and coaching to Scheduling Clerks on scheduling practices, system use, data accuracy and established scheduling procedures.
- Serves as a subject matter expert and key liaison with Labour Relations, Human Resources, Payroll and Occupational Health & Safety Services on scheduling and employee related matters.
- Provides workforce information to support Labour Relations processes, including grievance-related information requests and review of relevant employee records.
- Conducts analysis of staffing levels, scheduled hours, coverage, overtime, vacancies, leave patterns, scheduling discrepancies and other workforce indicators.
- Supports configuration of coding and other scheduling processes to promote accuracy, consistency and compliance.
- Provides operational backup to the Supervisor for designated scheduling activities and initiatives during periods of absence or as required.
Qualifications
- Two-year college diploma in Human Resources, Business Administration, Health Services Administration, Office Administration, or a related discipline from a recognized college.
- 2-3 years of progressively responsible experience in workforce planning and analytics, staffing administration or a related field.
- In-depth knowledge of scheduling language in the applicable Collective Agreements.
- Knowledge of workforce planning system in a complex, 24/7 environment.
- Organizational and time-management skills, with the ability to manage multiple priorities, projects and significant deadline pressures.
- Knowledge of workforce planning, employee scheduling, rotations and scheduling processes.
- Knowledge and proficiency in UKG and related scheduling systems, with the ability to review, audit and interpret scheduling information.
- Analytical, problem-solving and decision-making skills, with strong attention to detail and accuracy.
- Ability to analyze workforce and scheduling data, identify trends and prepare reports and recommendations for leadership.
- Interpersonal and communication skills, with the ability to effectively liaise with managers, employees and internal stakeholders.
- Ability to coach, guide and educate Scheduling Clerks and provide constructive feedback on scheduling practices and procedures.
- Ability to effectively and calmly manage complex or sensitive situations and appropriately escalate matters requiring further direction.
- Ability to interpret and apply organizational policies, scheduling procedures and applicable Collective Agreement provisions.
- Superior knowledge of computer applications, including UKG, Excel, Word and other Microsoft Office applications, and ability to support system testing and process improvement initiatives.
Language RequirementsEnglish level A- is mandatory in oral expression, comprehension, reading and writing. Bilingual (French/English) is considered an asset.
