Position Summary

HR Workforce Manager is responsible for leading the organization's workforce strategy by aligning talent acquisition, headcount planning, and position control with the company's operational and financial objectives. This role serves as a strategic business partner to Human Resources, Finance, and department leaders, ensuring the organization attracts top talent while maintaining disciplined workforce planning and budget accountability.

The position oversees the full talent acquisition lifecycle, workforce analytics, position management, and organizational planning to ensure hiring decisions support both immediate business needs and long-term growth.

Key Responsibilities
  • Lead the company's full-cycle talent acquisition function across all corporate, manufacturing and Sales positions.
  • Develop and execute recruiting strategies that attract high-performing and diverse talent.
  • Partner with hiring managers to understand workforce needs and develop proactive recruiting plans.
  • Manage recruiting metrics, including time-to-fill, quality of hire, candidate experience, offer acceptance, and sourcing effectiveness.
  • Build and maintain talent pipelines for critical and hard-to-fill positions.
  • Oversee employment branding, recruitment marketing, university partnerships, and employee referral programs.
  • Ensure consistent interviewing, selection, and hiring practices across the organization.
  • Maintain the organization's annual workforce plan.
  • Manage the workforce process for all new positions, backfills, and promotions changes.
  • Ensure every position has executive approval and budget authorization before recruitment begins.
  • Develop executive dashboards that include:
    • Budgeted vs. Actual Headcount
    • Open Positions
    • Hiring Activity
    • Time-to-Fill
    • Cost-per-Hire
    • Workforce Savings
    • Internal Promotion Rate
  • Track salary variance between approved budgets and accepted offers.
  • Measure and report annual workforce savings generated through hiring optimization, position redesign, and internal promotions.
  • Improve recruiting efficiency through automation, technology, and process optimization.
  • Serve as a trusted advisor to executives and department leaders on workforce planning and talent strategies.
  • Support organizational design, succession planning, and long-term talent strategies.


Qualifications

Education
  • Bachelor's degree in Human Resources, Business Administration, Finance, or a related field.
  • Master's degree or MBA preferred.

Experience

  • 7+ years of progressive Human Resources experience with significant responsibility in Talent Acquisition, Workforce Planning, HR Analytics, or Compensation.
  • Experience leading high-volume and Sr management-level recruiting.
  • Strong background in workforce planning, budgeting, and organizational design.
  • Experience developing executive dashboards and HR analytics.
