Summary

This position is located in the Human Resources Division, Arlington, VA.

The selectee of this position serves as a HR Specialist (Recruitment & Placement). You will be responsible for providing expert Recruitment and Staffing advice, guidance, coordination, and technical services to customers of varying levels for a broad range of complex and/or controversial issues.

Duties

Help

As a HR Specialist (Recruitment & Placement) at the GS-0201-13 level, some of your typical work assignments may include:

  • Providing the full range of Recruitment and Placement functions i.e., perparing job analyses, posting job announcements, rating and ranking, issuing certificates, etc.
  • Serving as an expert Delegated Examining Unit (DEU) technical advisor.
  • Providing expert-level advisory services related to the staffing and placement, merit promotion, and DEU programs.
  • Advising managers on the use of hiring flexibilities.
  • Mentoring junior HR Specialists and HR Assistants.

Qualifications

GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0201-13 level, if you fulfill the following qualifications:

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability:

1. Independently posting job announcements, reviewing applicants, issuing certificates, auditing files, and applying hiring authority flexibilities;

2. Interpreting and applying Federal rules and regulations related to delegated examining operations and applying veterans' preference;

3. Coaching and mentoring junior human resources specialists and/or assistants in recruitment and placement;

4. Providing strategic advice and guidance to management regarding recruitment, hiring, compensation, and retention strategies;

5. Assisting with drafting policies, procedures and/or guidance for human resources programs related to staffing, recruitment, and placement. (NOTE: Your resume must CLEARLY demonstrate this experience).

Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-13 grade level.
