Summary

This position is located in the Deputy to the Chairman & Chief Operating Officer's Organization, Office of Human Resources of the Federal Deposit Insurance Corporation and provides support in the areas of classification, position management, and/or compensation program administration.

Duties

Help

  • Conducts the full range of position classification services for all pay plans; including composing evaluations, conducting desk audits, and analyzing position descriptions using OPM classification standards, OHR policies / practices, and position management principles.
  • Provides expert classification and position management advice, guidance and assistance on Federal and Corporate regulations, policies, practices and procedures; reviews and analyzes questions, issues and problems from a position management and position classification perspective; and provides appropriate advice and recommendations, including alternatives.
  • Participates in organization reviews and proposed reorganizations; provides recommendations on classification and position management implications.
  • Serves as a point-of-contact in conducting the compensation program ensuring reviews, results, calculations and other activity are accurate and adhere to applicable policies and procedures.
  • Interprets and applies FDIC compensation policies, pay-setting rules, allowances, incentives, and pay flexibilities. Provides authoritative guidance to managers and HR staff on compensation processes, procedures, policies and any pay flexibilities.
  • Conducts pay analyses such as internal equity reviews, benchmarking, and scenario modeling to support compensation decisions.
  • Provides consultative support to executives, managers, HR staff, and employees in resolving classification or compensation matters. Utilizes automated HR systems to update, maintain, and retrieve classification or compensation data; prepares reports as needed.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as interpreting and applying Federal position classification and compensation principles, concepts, and practices; providing advice and guidance on classification and compensation matters; and evaluating legislation and regulations to ensure compliance with HR policies and procedures.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 18.97% to a high of 51.75%.
