Main Purpose of Job The main purpose of the position is to serve as HR Deputy Assistant Director for the ChildSupport Administration. This position will provide principal assistance to the Central officeand Metropolitan jurisdictions of the administration and manage the assigned HR officersand Personnel Associates in the planning, organizing, directing, managing, andevaluation of office functions and activities. In doing so this position is responsible for ensuring accurate interpretation and implementation of personnel laws, rules andregulations for approximately 400 employees. this position is responsible for the oversightand daily operations of the following child support jurisdictions Anne Arundel, Baltimore, Montgomery, Prince George's Counties and CSA central office who handle the following: Employment Services, Classification & Compensation, Health Benefits/Retirement andEmployee Engagement, Workday Processing. This position also represents the Chief Talent Officer, DHS as appropriate and considers the Direction of the Executive Directorof CSA or their designee.
POSITION DUTIES Consults with and provides guidance to the Director, Deputy Directors and the agency'sExecutive and Senior Leadership Teams, program administrators, managers and supervisorsregarding all areas of the Office of Human Resources. Plans, directs, manages, and evaluates the daily activities related to the Workday, Benefits & Retirement, Employment Services, Classification & Compensation, FMLA, Leave, ADA & Employee Relations units for CSA. Assists with the management of the timely dissemination & retrieval of employee's Stateissued equipment, allocation of new and replacement ID Badges, timely & precise new hirework order requests. Oversees the tracking & analysis of employee sick, accident, FMLA, Parental leave and ADAaccommodations Manages the timely processing of employee on-boarding and off boarding processes. Manages day to day operations of the HR teams for the 5 offices to ensure all positions allocated to the agency are appropriately classified and compensated. Oversees hiring efforts for vacant positions in accordance with the exception request process established by the Department of Budget and Management. Ensures timely completion and transmittal of exception requests to DHS Central. Recommends recruitment strategies to meet agency staffing needs. Manages the daily activities to ensure timely and accurate processing and completion of investigations, grievances, appeals, etc. Oversees the office location compliance and implementation of the Performance, Planning & Evaluation Program. Oversees the development of corrective action plans when necessary. Assists with the management of timely notification of Essential/Emergency Essential employees. Oversees the tracking of required IRS training to ensure employee compliance.

Experience: Eight years of experience, four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional experience in HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist.
Notes:
1. Candidates may substitute paraprofessional personnel work experience on a year-for-year basis for up to four years of the required experience. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation for the required experience.
3. Candidates may substitute the possession of thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, business administration, public administration, statistics, tests and measurements, psychology or a related field for up to six years of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONSPreference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- One year of experience in Recruitment.
- One year of experience in Employee Relations.
- One year of experience in Classification and Compensation.
- One year experience in training and process development.
- Experience in the administration of HR programs in the State of Maryland Personnel Management System (SPMS).
- Knowledge of the Fair Labor Standards Act, Family Medical Leave Act, the Americans with Disabilities Act, Code of Maryland Regulations (COMAR) including Title 17, equal employment opportunity laws and related State HR policies, rules and regulations.
LICENSES, REGISTRATIONS AND CERTIFICATIONS1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
