Duties & Responsibilities

The Assistant Director, Human Resources reports directly to the Director of Human Resources Management and is responsible for leading key HR operational functions, including workforce planning, onboarding, offboarding, HR administration, workforce analytics and reporting, and performance management administration.

SUMMARY OF ESSENTIAL DUTIES AND RESPONSIBILITIES:

HR Operations & Administration:
  • Lead the development, implementation, and continuous improvement of HR metrics, process workflows, and reporting tools to drive efficiency, consistency, and service excellence.
  • Prepare and present regular HR metrics, workforce analytics, and operational dashboards to the Chief Human Resources Officer (CHRO) and other leadership stakeholders as needed.
  • Provide oversight of all human resources action requests submitted through the Workforce Action Processing System (WAPS), ensuring timely review, appropriate documentation, and adherence to established approval processes. Review draft functional job descriptions, and prepare supporting memos as needed.
  • Ensure all employment transactions are processed accurately and in accordance with applicable policies, procedures, and regulatory requirements, including oversight of PeopleSoft transactions and employee notification communications.
  • Serve as the primary liaison for HR systems issues, overseeing HR Shared Services (HRSS) tickets and partnering with stakeholders to ensure timely resolution.
  • Oversee the timely review of HR audit and quality assurance reports to verify that all personnel actions entered into PeopleSoft are properly authorized, documented, and compliant on a bi-weekly basis.

Workforce Engagement:
  • Support employee engagement and feedback initiatives, including survey administration, data analysis, and the development of action plans in collaboration with executive leadership, QUAD, and the Chief Experience Officer.
  • Design, implement, and evaluate employee engagement programs that reinforce organizational values, foster a culture of inclusion and belonging, and enhance employee satisfaction, retention, and organizational performance.
  • Develop and execute communication and education strategies that increase employee awareness and utilization of benefits, retirement planning, self-service tools and resources.
  • Oversee employee offboarding activities, including separations, retirements, exit interviews, and transition support, ensuring a positive offboarding experience.

Compliance:
  • Oversee the preparation and distribution of scheduled and ad hoc compliance reports generated through PeopleSoft, ensuring facility leadership and department managers receive timely information for review.
  • Supervise the Facility HR Performance Manager and provide guidance related to performance management processes, timelines, and employee and manager support.
  • Monitor performance evaluation completion rates and collaborate with departmental leadership, the CHRO, and Employee Relations to address overdue evaluations and performance concerns.
  • Under the direction of the Director of HR, communicate proactively with employees and management to support compliance with Human Resources programs, processes, and documentation requirements.

Other related duties as assigned.

Minimum Qualifications
1. A Master's Degree with specialization in Personnel Management, Business Administration, Labor Relations, Psychology or Vocational Guidance, and two years of experience in personnel management or personnel administration in a large governmental agency, hospital or healthcare facility or civic organization or business firm employing at least three-hundred employees, one year of which must have been in a responsible administrative or supervisory capacity; or,
2. A Baccalaureate Degree issued from an accredited college or university, and three years of experience as indicated in (1), two years of which shall have been in a responsible administrative or supervisory capacity. (Experience which consists solely of the maintenance of personnel transactions will not be accepted); or,
3. A satisfactory equivalent combination of education and experience.
