The Massachusetts Department of Public Health (DPH)'s Public Health Hospital Systems is looking for a Hospital Systems Facilities Project Manager to join its team. This role is responsible for providing coordination for system projects, administrative and general operations, and is responsible for assisting with the development and maintenance of project schedules, tracking progress and works with the facility team to identify project delays. This position will be monitoring maintenance and capital projects.
The Public Health Hospital system has four long-term sub-acute care facilities that are Joint Commission (JC) accredited and is managed by the Department of Public Health. The facilities provide a full range of medical and psychiatric services, ancillary services, including rehab therapy, recreational therapy and pharmacy for adults and pediatric patients. This is a great opportunity for someone who is experienced in project management, hospital systems, and capital projects.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
• Monitors contracts and supporting documentation for projects and vendors; maintains and monitors Capital Asset Management Information System (CAMIS).
• Ensures Design and Construction Laws are appropriately followed when putting projects out for bid.
• Ensures Facility Directors complete maintenance requests in CAMIS.
• Assist with prioritizing capital needs of all facilities, being mindful of spending limitations.
• Monitors the progress of environment of care compliance throughout the facilities and takes appropriate action, as needed to ensure facility compliance, works with facility leadership to develop action plans and corrective action for areas that are out of compliance for both Physical Environment and Life Safety.
• Supports facilities' Director for Safety and Environment of Care by developing and implementing a coordinated state-wide approach to monitoring and managing the three chapters within the Joint Commission Comprehensive Accreditation Manual for Hospitals.
• Continuous Quality Improvement (CQI) - provides monthly project status and capital spending to Department of Capital Asset Management and Maintenance (DCAMM).
Preferred Qualifications:
• At least three years of Project Management experience with a preference for experience in healthcare facility projects.
• Thorough knowledge and the principles of DCAMM (Department of Capital Asset Management and Maintenance); MCPPO designation in Public Contracting through the Office of the Inspector General; Design and Construction.
• Familiarity with Mass Department of Public Health requirements related to hospital construction preferred.
• Ability to work in a team and meet performance deadlines in a dynamic environment.
• Excellent oral and written communications skills are necessary to interact with vendors and staff.
• Experienced/skilled critical thinker who uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to opportunities or threats to success.
• Ability to facilitate meetings and build consensus among partners.
• Ability to work with diverse individuals and create an inclusive work environment.
• Proficient usage of Microsoft Office products including Word, Excel, PowerPoint, Teams and Outlook.
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
