Postion Summary

Incumbents of the positions in this series prepare and/or review plans, designs, specifications, and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data: perform calculations relating to engineering problems: perform engineering surveys: inspect construction and or maintenance work: and perform professional engineering duties in such areas as highways, bridges, tunnels, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards.

Duties and Responsibilities

• Report to the Executive Director of the Megaprojects Delivery Office as lead for on-site management and oversight of successful construction of the Sagamore Bridge Replacement Project from post-award through project completion. Coordinate closely with MassDOT District 5 and MassDOT Construction as well as other members of the project team to ensure efficient on-time/on-budget delivery. Future assignments may potentially include Bourne Bridge Replacement Project and the Allston Multimodal Transportation Project.
• Oversee the work of all MassDOT and consultant construction management and inspection personnel.
• Provide guidance and recommendations to MassDOT and Design-Builder staff regarding Design-Build policies and procedures related to Early Release for Construction, Early Release for Fabrication, Issued for Construction, Requests for Information, Non-Conformance Reports, Design Change Notices, and Field Design Changes.
• Provide recommendations on Early Release submittal presentations to promote timely review and acceptance of schedule-critical packages.
• Coordinate and actively participate in the review of design and construction submittals with various Divisions and Sections within MassDOT District 5 and Boston Headquarters, Municipal Officials, the Federal Highway Administration, the Owner's Representative, and others as directed.
• Monitor procurement and construction schedules, technical deliverables, and milestones, keeping the Executive Director of Megaproject Delivery well-informed of project status, issues and significant changes.
• Oversee the audit of the Design-Builder's Critical Path Method baseline schedule and monthly updates; rigorously evaluate the technical merits, float impacts, and validity of Time Extension requests and schedule recovery proposals.
• Obtain all formal approvals required for appropriate stages of design and construction.
• Review contractors' submittals and prepare documentation for contract amendments including Extra Work Order requests, Extension of Time requests, additional funds, Claims, and Value Engineering Change Proposals.
• Evaluate technical procedures and negotiate extra work order cost proposals.
• Lead proactive technical negotiations for potential disputes and high-value claims, partnering with the Project Manager to formulate equitable mitigation strategies and prevent escalation.
• Generate Contract Quantity Estimates for timely contractor payment, commodity period price adjustments, and spending projections while ensuring hold-back percentages conform to standards.
• Manage document control for all project-related documents and submittals within the project's SharePoint site post award.
• Oversee all MassDOT sampling and testing, ensuring proper material sample quantities are obtained by the contract documents and approved Contractor QC Plans.
• Review Owner's Representatives' monthly and annual reports, making recommendations to enhance design for cost and time effectiveness.
• Ensure the contractor maintains proper jobsite housekeeping and strict compliance with Conservation Commission(s)' Order of Conditions, U.S. Army Corps of Engineers permit conditions, Water Quality Certificates and other applicable permits and approvals.
• Direct and manage complex third-party, railroad, and utility coordination interfaces, ensuring utility relocations and agreement milestones do not compromise the project's critical path.
• Verify that approved traffic management plans are implemented, lane takings are communicated via the Work Zone Manager and HOC, and the MassDOT Megaprojects Communications and Intergovernmental Affairs teams provide formal advisories to all project stakeholders as required.
• Inspect construction operations for conformance with plans, specifications lines, grades, and approved submittals, thoroughly documenting labor, equipment, and quantities.
• Provide guidance to project staff regarding MassDOT policies and procedures; make decisions to resolve constructability issues and personnel issues. Use engineering training and experience; knowledge of standard operating procedures and MassDOT policies; knowledge of the EPRS and progressive discipline system; and experience with personnel matters to supervise and advise Area Engineers.
• Review correspondence and documentation prepared by subordinate engineers to ensure clarity, completeness, and adherence to accepted formats, SOPs, and Megaproject policies.
• Approve all outgoing documentation forwarded to the Executive Director of MassDOT Megaproject Delivery.
• Meet with public officials, Alternative Delivery entities, Owner's Representatives, and other internal/external stakeholders during various stages of design and construction.
• Represent MassDOT at project-related meetings and coordinate public inquiries appropriately with Megaprojects Delivery Office.

• Participates in Alternative Delivery Selection Committees as well as confidential meetings with Proposers, reviews Alternative Technical Concepts to promote innovative design for competitive pricing.

This position is eligible for a five-thousand dollar ($5,000) signing bonus (Signing Bonus) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee's probationary period.

Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least four years must have been in a professional capacity, and (C) of which at least three years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience, and the substitutions below.

Substitutions

I. An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in civil engineering** may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.

SPECIAL REQUIREMENT: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
