*** IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATES MUST BE SERVING PERMANENTLY IN THE TITLE OF ADMINISTRATIVE MANAGER, REACHABLE ON THE CIVIL SERVICE LIST. ***

DOT is seeking a Hiring Plan Director to manage the Hiring Plan Unit, which provides complex agency-wide services to over 6,000 employees. Reporting directly to the Deputy Director of Personnel, the candidate will serve as a part of the Personnel management team working closely with Divisions, Budget, Department of Citywide Administration Services (DCAS), and Office of Management and Budget (OMB) to administer the review, processing, and implementation of all new hire and promotion actions as well as the Personnel Action Request (PAR) submission process to OMB. The candidate will ensure that all personnel actions conform to oversight guidelines. The candidate will track new hire and promotion Personnel Requests Forms (PRF) actions, Job Openings/Job Offers in NYCAPS; lead the training of unit staff and agency-wide personnel coordinators/liaisons on current NYCAPS procedures and internal systems; oversee the preparation of spreadsheets detailing/summarizing personnel actions for presentations to Executive staff. Perform various duties utilizing PMS, PRISE and CHRMS. Direct administrative activities pertaining to the implementation of approved new hire and promotional personnel actions; run CHRMS canned queries as requested. Develop standardized Human Resources monthly reports. Participate in new/enhance functionality and perform user acceptance testing for existing internal systems. Lead/participate in special Human Resource projects on various databases and statistical reports to be used by Senior Executives for management control and planning. Including the developing research format, collecting data, formulating results and creating reports and charts; perform related managerial duties as required.

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 39
years.
