Position Summary

This is the Highway Maintenance Unit Supervisor in the Bureau of Highway Maintenance (BHM), working under the general supervision of the Highway Maintenance and Roadside Management Section Chief. This position is responsible for the Highway Maintenance Unit including the Routine Maintenance (RMA), Discretionary Maintenance (DMA), and Performance Based Maintenance (PBM) programs. Additionally, this position is responsible for winter maintenance activities including state salt procurement and state financed salt shed & brine maker programs. This position performs administrative and supervisory functions in the field of engineering and is responsible for the supervision of professional and technical staff that provide support for engineering related functions. This position's primary role is to achieve program objectives by interpreting and applying policy within its programmatic area and directly supervising a staff of professional engineering and technical positions.

This position requires extensive professional experience in civil engineering and a comprehensive understanding of technical manuals, specifications, and policies. This position reviews, analyzes, and approves engineering reports, documents, and plans. The professional engineering analysis, review, and decisions made by this position directly relates to the safety and operation of the transportation system, thus has a high level of risk and accountability.

This position also participates as a member of the BHM management team. This position performs engineering, administrative, and managerial work involving the formulation, development, implementation, and evaluation of important program, policy, budgetary, and organizational components of the department's maintenance and operations programs. The diversity, complexity, and potential impact of each of the program's interrelationships, and to the public served, requires extensive communication and coordination within the Department, with the legislature, the public, local units of government, contractors and industry representatives, the media, and with other interested and/or affected groups.

This position works closely with all program areas within the Highway Maintenance and Roadside Management Section, as well as other sections in the Bureau of Highway Maintenance. This includes providing support and functional guidance in the areas of Program Management and Roadside Facility. Responsibilities require extensive communication and coordination with the five Division of Transportation System Development (DTSD) Regional Offices, other WisDOT bureaus and divisions, other state agencies, the Federal Highway Administration, legislators, county highway departments, businesses, and the general public.

This position will monitor and evaluate the highway maintenance program to help assure uniformity and consistency in the implementation of departmental policy, programs, and goals. This position also performs review and budget analysis of the routine maintenance program. The responsibilities require independent professional judgment and highly technical expertise. Responsibilities also require writing and reviewing administrative rules and state statutes, developing policies and guidelines, and conducting policy and statistical analysis.

Salary Information

This position is in schedule-range 81-30 with an annual salary of $118,019 - $124,467, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

• This position requires the ability to travel independently to supervise staff, conduct field site visits, and attend training and statewide meetings.

Qualifications

Qualified candidates will have the following experience:

• A valid Professional Engineering registration and be able to obtain a Wisconsin PE registration within 3 months if the PE registration is from another state.
• Experience in transportation program or project management.
  • Experience may include: Overseeing transportation projects or programs in design/construction including delivery of plans, specifications, and estimates (PS&E); interpreting and applying technical information in transportation policies included in the Highway Maintenance Manual (HMM), Facilities Development Manual (FDM), Manual on Uniform Traffic Control Devices (MUTCD), or similar; managing project or program progress tracking/reporting; negotiating and/or administering consultant contracts; developing and tracking project or program budgets; etc.
