This position will coordinate with the Director of Operations, Deputy Director-Transportation Operations, District Construction Engineer, and District Maintenance Engineer to implement departmental policies and procedures. Will serve as the lead FDOT representative for Desoto, Hardee, Highlands, Glades, Hendry, and Okeechobee counties, working closely with local governments, federal agencies, utility companies, property owners, and the media. This position responds to emergencies in coordination with the District Emergency Coordination Office.

Your Specific Responsibilities:

Serves as the Heartland Operations Center Administrator, performing managerial work. Supervises and directs construction and maintenance staff and their activities on all state highways and bridges within the Desoto, Hardee, Highlands, Glades, Henry and Okeechobee counties. Manages the unit's resources to achieve the established maintenance and construction program goals and to comply with all procedures and policies related to construction and maintenance activities. Performs all required personnel administration, resource and budget management for the overall operation for the Operations Center. Supervises employees by communicating regularly, motivating, training, evaluating, planning and directing employees' work.

Coordinates with the Director of Operations to implement policy, procedure and direction. Coordinates with the District Construction Engineer and the District Maintenance Engineer and will follow their direction on implementing the Department's policies in construction and maintenance while exercising independent judgment in formulating and carrying out plans for the accomplishment of the Department's programs.

Acts as the lead Department representative in the Desoto, Hardee, Highlands, Glades, Hendry and Okeechobee counties, representing the Department of Transportation with the Federal Highway Administration, city and county officials, utility companies, property owners, the media and other concerned parties. Drives a Florida Department of Transportation (FDOT) vehicle in the performance of these duties.

Works with the District Emergency Coordination Office responding to emergencies which may include developing and managing emergency contracts, utilizing in-house forces to ensure proper handling of the emergency. The incumbent has emergency card "Approver" responsibilities and is an emergency cardholder. This position has vendor invoice warrant processing responsibility in accordance with S. 215.422, Florida Statutes. This position has financial disclosure responsibility.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:
  • Knowledge of engineering concepts, principles, and terminology.
  • Knowledge of the principles and practices of supervision and management.
  • Knowledge of engineering design, construction, production, and/or operations.

Skills in:
  • Skill in project engineering and scheduling.

Other Job-Related Requirements:

While on-duty status the position's incumbent may be required to operate a state owned or leased vehicle to perform the duties of this position. A Valid Class E Driver's license is required. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).

This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department's Driver's Record Requirements Policy. An unacceptable driving record is defined as any of the following:
  1. three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
  2. any two (2) convictions of reckless driving in the past three (3) years;
  3. a suspension or revocation of the driver license for moving violations in the past three (3) years; and
  4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.


Your driving record will be reviewed and the status of your driver license confirmed.
